MultifamilyRentalDwellingInspection&LicensingProgram <br />ThepurposeoftheRentalDwellingInspection&LicensingProgramistoprotectthepublichealth, <br />safety,andwelfareofcitizensofRosevillewhooccupyrentalunitsinMultifamilypropertiesandwho <br />liveinthesurroundingneighborhoods.Thiswillbeachievedbyestablishingminimummaintenance <br />standardsforexistingandnewlyconstructedMultifamilyrentalpropertiesinRoseville. <br />TheMultifamilyRentalDwellingInspection&LicensingProgramwouldberequiredfordwellingsthat <br />havemorethan4units.RentalpropertiesthatserveascarefacilitiesandarelicensedbytheMinnesota <br />DepartmentsofHumanServicesand/orHealthwillbeexemptfromtheinspectionprogram. <br />Theprogramwouldbesetasfollows: <br />Initiallyallunitsatapropertywouldbeinspected,andpropertyownerswillberequiredtoshow <br />proofthattheirleasecontainsaCrimeFreeaddendum. <br />licenserenewalfeeswillbe <br />TheinitialCitylicensefeeis$100perbuildingand$10perunit; <br />determinedbytheLicenseTypeoftheproperty. <br />PropertieswillbeclassifiedaseligibletoreceiveaLicenseTypeA,B,C,orDbaseduponresults <br />oftheinspections. <br />InspectionswillbedonebythirdpartyinspectorswhoareapprovedbytheCity. <br />o <br />TheCitywillmaintainalistofCityapprovedlicensedinspectorsandprovideevaluation <br />o <br />guidelinesforinspections. <br />Thecostforeachinspectionwillbechargedtopropertyownersinadditiontothe <br />o <br />LicenseFee. <br />AfteraCityapprovedinspectorperformsaninspection,theinspectorwillprovidea <br />o <br />copyoftheinspectionandabillfortheinspectiontotheCity.TheCitywillpaythe <br />inspectorfortheinspectionandaddthecostoftheinspectiontotheLicenseFee. <br />TheCityapprovedlicensedinspectorwillsendacopyoftheinspectiontotherental <br />o <br />propertyownerortheirdesignee.ItisthenthepropertyšÞ“;©x­responsibilityto <br />completeandsubmittheRentalLicenseformandpaytheCityboththeLicenseFee <br />($100perbuildingand$10perunit)andthecostoftheinspection. <br />Forunitsthathavecodeviolations,aCitystaffpersonwillperformthereinspection(notthe <br />thirdpartyinspector).Thereisnochargefora1streinspection‘thisispartofthelicensefee. <br />nd <br />Ifa2reinspectionisneeded,a$25chargewillbeassessedforeachunitthatisreinspected. <br />RentalpropertyownerswholiveoutsidetheTwinCitiesMetropolitanArea(otherthanthe <br />CountiesofAnoka,Carver,Chisago,Dakota,Hennepin,Ramsey,Scott,andWashington)must <br />designateanagentwhoresidesinoneofthosesevencounties. <br />Propertyownerswhofailtoobtainorrenewalicensewithin30daysofexpirationwillresultina <br />$500penalty;thepenaltywilldoubleevery2weeksitremainsunpaid. <br />PropertyLicensingRequirements <br />Thetypeoflicense(A,B,C,orD)apropertyownerreceiveswillbedeterminedbytheoverallnumber <br />and/ortypeofpropertycodeviolationsidentifiedduringtheinitialinspection.Inaddition,theCitymay <br />initiatetheinspectionofaunituponreceiptofacreditablethirdpartycomplaintorwhenresidentswith <br />reasonableconcernscontactCitystaff.Inresponsetoacomplaintbasedinspection,theCitymay <br />requireadditionalunitstobeinspected.Thatinspectionmayresultinthepropertyreceivingadifferent <br />LicenseType,whichcouldresultinmoreunitsbeinginspectedonamorefrequentbasis(seetable <br />below). <br />Draftupdated41613 <br /> <br />
