REQUEST FOR HRA ACTION <br />Date:04-16-13 <br />Item No: 9c <br />Staff Approval:Agenda Section: <br />Action <br />Item Description:Roseville Housing Replacement Program <br />Requested Action <br />1.0 <br />The RHRA reviewed the updated Roseville Housing Replacement Program and move for it’s adoption. <br />Background <br />2.0 <br />The City of Roseville acting under the Housing and RedevelopmentAuthoritystarted a Housing <br />Replacement Program (HRP) in 1996. The program was modeled after Richfield Rediscover program. <br />The program was amended on June 22, 1998. The RHRA board reviewed the previous program and <br />directed staff to update the HRP. The program was updated to reflect current code requirements and <br />also require Green Communities Concepts. <br />Staff has modified the HRP andsome of the updatesare as follows: <br />The new homemust have Green Communities Concepts.If the new home meets LEED, <br />MN Green Communities Standards, or MN Greenstar then homeowner will receive <br />$5,000 rebate. <br />Exterior materials (siding, soffit, doors and windows) should be low maintenanceand <br />durable. <br />Unit height and mass of new home shall be compatible with the scale of the surrounding <br />neighborhood. <br />The dominance of the garage door must be minimized through placement, architectural <br />detail, door design and utilization and design of windows and must adhere to City Code <br />Chapter 1004.05(A). <br />The property shall have a new sanitary service lineinstalled to the City sanitary sewer <br />main consisting of schedule 40 PVC or equivalent.
