Regular City Council Meeting <br /> Monday,April 8,2013 <br /> Page 11 <br /> City Council; along with other budget-related items such as policies and the City <br /> Council's first look at the revised CIP. <br /> Acting Mayor Willmus asked, with the Council's consensus, that individual <br /> Councilmembers make sure to have their rankings into staff by Monday, April 15, <br /> 2013; at which time staff would have individual and average information availa- <br /> ble for that evening's City Council meeting, as well as making sure it's included <br /> in the packet posted online going forward. <br /> b. Discuss Additions to Council Rules <br /> City Manager Malinen briefly reviewed several staff recommendations for addi- <br /> tions to Rule 3 of the Council Rules to assist meeting flow, as detailed in the RCA <br /> dated April 8, 2013. Those recommendations provided for adding an agenda sec- <br /> tion entitled "Budget Items," appearing early on in the agenda; and allowing for a <br /> ten minute break after two hours from the start of the meeting. <br /> Acting Mayor Willmus advised that he struggled with having presentations early <br /> in the meeting, and would prefer that they be moved deeper into the agenda. <br /> Councilmember Laliberte concurred, noting that often the public was required to <br /> sit through presentations that were not pertinent to them; however, if someone <br /> was appearing from out-of-town, the agenda should remain flexible enough to ac- <br /> commodate their schedules as well. <br /> Councilmember Etten concurred, providing those outside professional presenters, <br /> some being paid to appear, not get caught at the end of the meeting. <br /> Acting Mayor Willmus suggested looking at the meeting structure and the se- <br /> quence of those meetings during a month, and only hold presentations at a certain <br /> meeting each month rather than at each meeting. <br /> To the extent possible, City Manager Malinen advised that the meetings could be <br /> adjusted and agenda amended at the meeting itself as well. <br /> Councilmember McGehee suggested moving the Consent Agenda further down <br /> on the agenda, since there typically weren't a lot of questions. <br /> Councilmember Etten suggested, beyond those items needed for action to allow <br /> staff to conduct the City's day-to-day business, public hearings could be held at <br /> meetings when presentations were not planned, since both of those items often <br /> took a larger chunk of time. <br /> Laliberte moved, McGehee seconded, adoption of revised Council Rules for Sec- <br /> tion 3 by adding a section entitled "Budget Items to each agenda format; and <br />
