REQUEST FOR COUNCIL ACTION <br /> Date: 5/13/13 <br /> Item No.: <br />7.k <br />Department Approval City Manager Approval <br />Item Description: Approve resolution concurring with the award of bid for County Road D <br />& Cottage Place Reconstruction, Shoreview City Projects 13-01A & B, <br />Roseville City Project 13-02 <br />B <br />ACKGROUND <br />1 <br />County Road D is a Municipal State Aid (MSA) collector street connecting two County State <br />2 <br />Aid Highways (Lexington Avenue and Victoria Street). The road lies on the municipal boundary <br />3 <br />between Shoreview and Roseville and jurisdiction of the road is shared by the two <br />4 <br />municipalities. The reconstruction of County Road D is a cooperative project between the two <br />5 <br />Cities and the costs associated with design and construction will be split between Roseville and <br />6 <br />Shoreview. <br />7 <br />The City of Roseville has a Street Construction Agreement with the City of Shoreview to <br />8 <br />provide design and construction services for this reconstruction project. The City of Shoreview <br />9 <br />put together plans and specifications and included this street segment in their annual street <br />10 <br />construction project, combining the work on County Road D with the reconstruction of Cottage <br />11 <br />Place. Bids were solicited for the contract in April. The bids were opened at 10 a.m. on <br />12 <br />Thursday, May 2, 2013. Three qualified bids were received. After thorough review of the bids <br />13 <br />received, staff recommends awarding the work. <br />14 <br />Consistent with the construction agreement, the City of Roseville City Council needs to concur <br />15 <br />with the award of this construction work. <br />16 <br />The City of Shoreview City Council awarded the construction contract on Monday, May 6th, 2013, <br />17 <br />contingent on Roseville also approving the award. <br />18 <br />PO <br />OLICYBJECTIVE <br />19 <br />The City annually bids street improvement projects to secure qualified contractors to perform the <br />20 <br />work at competitive pricing. <br />21 <br />FD <br />INANCIALISCUSSION <br />22 <br />The bids received include additional work in the City of Shoreview. This financial discussion is <br />23 <br />focused on the County Road D reconstruction portion of the contract. <br />24 <br />The low bid submitted by Arnt Construction Company, Inc. for the County Road D portion of <br />25 <br />the Contract, $1,865,140, is $9,910 lower than the Engineer’s construction estimate of <br />26 <br />$1,875,050. <br />27 <br />The City of Shoreview uses directional drilling for water main replacement instead of direct bury <br />28 <br />even on their full reconstruction projects.
