REQUEST FOR COUNCIL ACTION <br /> Date: 5/13/13 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Approve Comprehensive Surface Water Management Plan Update <br />B <br />ACKGROUND <br />1 <br />The City of Roseville is required by State Statute and Rule to have a local water management <br />2 <br />plan, capital improvement program, and official controls as necessary to bring its local water <br />3 <br />management into conformance with the watershed district plans. The City’s first Comprehensive <br />4 <br />Surface Water Management Plan (CSWMP) was adopted in 1990 with an update in 2003. <br />5 <br />On March 12, 2012, the City Council approved an engineering services contract with SEH, Inc. <br />6 <br />to complete the plan update. Over the last year, staff and SEH have worked with the Public <br />7 <br />Works and Environment Commission on developing this plan update. In addition to the <br />8 <br />PWETC, input was sought from the Planning Commission, Parks and Recreation Commission, <br />9 <br />and the public at large. <br />10 <br />The City boundaries are within three watersheds; Rice Creek Watershed, Capitol Region <br />11 <br />Watershed, and Ramsey Washington Metro Watershed. All three of these organizations have <br />12 <br />recently updated their watershed district plans. The City is required to prepare amendments to <br />13 <br />our CSWMP within 2 years of the watersheds updating their plans. All three watersheds have <br />14 <br />reviewed this draft plan. The goals and policies are consistent with their district plans. <br />15 <br />The Metropolitan Council and Ramsey County have also reviewed the plan as required by State <br />16 <br />Rules. <br />17 <br />At the April, 22, 2013 City Council meeting, SEH, Inc, presented the updated CSWMP to the <br />18 <br />City Council, providing a summary of the plan update process and an overview of the purpose of <br />19 <br />the plan and the updated goal and policies. <br />20 <br />PO <br />OLICYBJECTIVE <br />21 <br />The CSWMP is a document that is required to be updated to maintain consistency with local <br />22 <br />watershed standards and with the Metropolitan Surface Water Management Act. The CSWMP is a <br />23 <br />required chapter of the City’s overall Comprehensive Plan and establishes the City’s vision and <br />24 <br />practices for managing storm water and surface water drainage throughout the City. <br />25 <br />Once adopted, City will apply the policies within the Plan and move forward with the <br />26 <br />implementation items called for in the plan. <br />27 <br />FI <br />INANCIALMPACTS <br />28 <br />The total contract with SEH, Inc. to complete the plan was $72,950. The plan has been developed <br />29 <br />within the budgeted amount. This update was paid for using Storm Utility funds. <br />30 <br />Page 1 of 2 <br /> <br />
