Executive Summary <br />Purpose <br />This primary purpose of this plan is twofold. First, Minnesota Statutes, Sections 103B.201 to 103B.255 and Minnesota <br />Rule, Chapter 8410 comprise the States Metropolitan Surface Wat <br />These Statutes and Rules require the preparation of watershed plizations <br />(WMOs) and the preparation of local (City) water management plan <br />The purposes of the water management programs required by Minnes <br />to: <br />Protect, preserve and use natural surface and groundwater storage and retention systems; <br />Minimize public capital expenditures needed to correct flooding and water quality problems; <br />Identify and plan for means to effectively protect and improve surface and groundwater quality; <br />Establish more uniform local policies and official controls for surface and groundwater management; <br />Prevent erosion of soil into surface water systems; <br />Promote groundwater recharge; <br />Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />Secure the other benefits associated with the proper management of surface and groundwater. <br />A third regulatory program, very much related to the goals, poli <br />Pollutant Discharge Elimination System (NPDES) Phase II Storm Wacipally <br />Separate Storm Sewer Systems (MS4) that is administered in the S <br />Agency (MPCA) (http://www.pca.state.mn.us). The goals, policies and standards of this plan were developed <br />to be consistent with the requirements of the Citys NPDES MS4 p <br />Pollution Prevention Plan (SWPPP) as well as the respective WMO <br />included in this plan and the SWPPP are intended to be a coordinated effort to refficiencies. <br />Plan Development <br />This Plan builds on the previous Plans adopted by the City in 19 <br />established goals and policies, contained an assessment of issue and called for implementation actions to <br />address those issues. This CSWMP was developed through a process of soliciting input from C <br />Commissions, Council and the public on water resources issues, s <br />topic areas and/or actions that the plan should address. Input wtained through a series of meetings and <br />providing plan information on the Citys stormwater web page.
