ComprehensiveSurface Water Management Plan <br />Comment Revisions Draft <br />Prepared for the City of Roseville, MN <br />1.0Introduction <br />The City of Roseville (City) is an established suburban community of approximately 34,000 <br />people in the northern Minneapolis/St. Paul metropolitan area. A <br />Roseville is conveniently located within close proximity to both downtown areas. The City is <br />located in Ramsey County, Minnesota and is bordered by County Ro <br />Larpenteur Avenue to the Southeast, Roselawn Avenue to the South <br />the West, and Rice Street to the East (see Figure 1). <br />Roseville was incorporated as a city in 1948 and experienced dramatic growth in the 1950s <br />and 1960s. Today, the City is almost completely built up and has achieved a stable <br />population. It is expected, therefore, that the focus in the fut <br />restoration and enhancement of natural resources and redevelopme <br />City. This Comprehensive Surface Water Management Plan (CSWMP) will serve as a guide <br />to protect the Citys water resources, address current water resource related issues, and <br />manage the surface water system throughout the City as redevelopment occurs. <br />1.1Purpose <br />This primary purpose of this plan is twofold. First, the Plan se <br />and policies that the City will follow as it continues to implem <br />water management program. These goals and policies have been devped to support and <br />facilitate the City in achieving the community vision as describ <br />2025 Final Report (January 2007) and to shape the character and <br />as described in the Comprehensive Plan (October 2009). Secondly, the Plan serves to meet <br />state and local regulatory requirements. <br />There are two primary programs that establish the regulatory nee <br />Comprehensive Surface Water Management Plan. First, Minnesota Statutes, Sections <br />103B.201 to 103B.255 and Minnesota Rule, Chapter 8410 comprise the States <br />Surface Water Management Program (MSWMP).
