Section 2.0 describes the physical environment including climate, drainage, <br />geology, land use, water resources, and wildlife. <br />Section 3.0 describes the entities responsible for water resource management <br />Section 4.0 describes the Citys goals and policies regarding surface water management. <br />Section 5.0 describes resolved and ongoing issues. <br />Section 6.0 describes the implementation plan and funding program. <br />Section 7.0 describes the plan adoption and amendment process. <br />1.3Sustainability <br />Roseville is committed to the preservation and enhancement of it <br />principle that each generation of residents must meet the needs of the present without <br />compromising the ability of future residents to meet their own n <br />sustainability is a thread that is woven throughout the Citys Comprehensive Pl <br />adoption of this Comprehensive Surface Water Management Plan (CSWMP) by Council, the <br />CSWMP will become an integral component of the Citys Comprehens <br />Comprehensive Plan, this CSWMP will serve as a guide towards imp <br />across all aspects of the Citys surface water management progra <br />This CSWMP includes sustainability in three of the Plan sections <br />Section 4.0 Goals and Policies; and Section 6.0 Implementation Program and Funding. These <br />Sections of the Plan provide additional background on what susta <br />critical part of this Plan and what actions and approaches the C <br />surface water management program, towards being more sustainable <br />2.0Physical Environment <br />2.1Climate and Precipitation <br />The climate of Roseville is considered to be continental and sub. Because of its <br />location near the center of the North American continent the Twin Cities metropolitan area <br />(and Minnesota) experiences a wide variation in climate conditioe.g., droughts and floods, <br />heat and cold). However, even with these wide variations, climat <br />significant climate trends in the Upper Midwest (Minnesota Weather Almanac, Seeley, <br />2006): <br />Warmer winters <br />Higher minimum temperatures <br />Higher dew points <br />Changes in precipitation trends <br />Estimates from the National Weather Service (NWS) TP-40 publication for the precipitation <br />depth of a 24-hour duration event for various return frequenciesTable 1. The <br />NWS is currently in the process of producing updated rainfall frequency estimates using a <br />longer period of rainfall observations and state-of-the-art statistical methods.
