<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on Monday, the <br />22nd day of March, 1999, at 6:30 P.M. <br /> <br />The following members were present: Mastel, Goedeke, Maschka, Wall <br />and the following were absent: Wiski <br /> <br />Council Member Goedeke introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9645 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT <br />FOR LYNDALE GARDEN CENTER, 2525 NORTH SNELLING AVENUE <br />TO ALLOW OUTDOOR DISPLAY, SALES AND STORAGE (PF3096) <br /> <br />WHEREAS, Lyndale Garden Center (tenant) and Capitol City Investments, Ltd (owner) <br />have requested approval of a conditional use permit to display, sell and store exterior <br />materials adjacent to the front (east) and sides (north and south) ofthe existing 9,875 square <br />foot building located at 2525 North Snelling Avenue; and, <br /> <br />WHEREAS, the applicant proposes a 14,000 to 18,000 square foot exterior garden and <br />organic materials sales, display and storage area which in a business district requires a <br />conditional use permit (Zoning Code, Section 10005.01G3); and, <br /> <br />WHEREAS, the project will not require additional public facilities (there is adequate <br />parking for a 23,000 s.f. retail space on this site), will not have an impact on surrounding <br />property or values and appears to have little impact on general health, safety and public <br />welfare; and <br /> <br />WHEREAS, the project complies with the Comprehensive Plan designation as a <br />business use; and <br /> <br />WHEREAS, the Roseville Planning Commission conducted a public hearing on the <br />request on Wednesday, February 10,1999, and recommended approval ofthe requested <br />conditional use permit, subject to conditions as outlined in Section 4 of the Request for <br />Planning Commission Action dated February 10,1999; and <br /> <br />WHEREAS, the Roseville City Council received the Planning Commission's <br />recommendation on Monday, March 22, 1999; and <br /> <br />WHEREAS, the Roseville City Council agrees and concurs with the Planning <br />Commission recommendations and the staff findings and comments, as outlined in the staff <br />report of March 22, 1999; <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Roseville, <br />Minnesota, Ramsey County, Minnesota, that a conditional use permit to allow outdoor display, <br />
