The comments 1 have provided are based upon my <br /> Consulting-Civil Engineering <br /> experience as a city engineer reviewing applications and development plans as <br /> well as 42 years of practice as a consulting civil engineer in Minnesota. <br /> Geoteobnical Engineering <br /> Roadway Design <br /> Constttiietian Material Testing <br /> Landscape Architecture <br /> The roadway proposed is planned as a private drive due-to the inability to dedicate <br /> adequate ROW to meet city standards. The use of a private drive is not <br /> recommended, Many communities now require that all roads, public of private, <br /> be designed to meet public standards. This is because of bad experiences with <br /> private roads. First, most private drives ate not maintained adequately by the <br /> owners. Disagreements between property owners about the condition of the road <br /> and the cost of repairs are often brought to the city for resolution even though the <br /> road is private. This results in the city being forced to accept a substandard <br /> roadway and having the expense of repairs resulting from the homeowner's <br /> inability to agree on maintenance costs. <br /> Secondly, a private roadway can also create safety issues. Typically; a 28' wide <br /> road would be restricted to no parking and little space is available for parking <br /> within the col-de-Sac clue to the numerous driveway openings. However,parking <br /> restrictions are not enforceable by law enforcement since the roadway is private. <br /> Thus, cars parking on the narrow road will often cause openings of less than 20'. <br /> wide,the minimum acceptable for emergency vehicle access. In addition,with no <br /> enforcement provisions from.the public and the'limited area for auto parking, cars <br /> will likely park near the Millwood Avenue intersection restricting site distances <br /> and causing safety concerns fox the Millwood traffic. <br /> Pet at►�an Facilities <br /> I find no provisions for the safe movement of pedestrians.within the subdivision <br /> 1648'fhlyd Avenue S.E. or to and from the area.
