Attachment B <br />Research and Analysis of a Park Board 5-7-13 <br /> 1 <br /> 2 <br />Background <br /> 3 <br /> 4 <br />In the 2010 Parks and Recreation System Master Plan it was suggested thatthe City of Roseville <br />5 <br />investigate the potential of a park board or park district. Subsequently, the research and <br /> 6 <br />recommendation of thepotential formation of a park board was identified in the City Council’s <br />7 <br />2012 Work Plan. The Parks and Recreation Commission have been asked to research the issue <br />8 <br />and provide a recommendation to the City Council at the jointmeeting in June. Commission <br />9 <br />members assisted City staffin gathering background information, reviewing example park board <br />10 <br />ordinances, and also attended a meeting with representatives fromthe City of Maple Grove <br />11 <br />regarding theirPark Board. <br />12 <br />13 <br />History <br />14 <br />15 <br />TheVillage of Roseville originally established a Recreation Board in August 1958. The powers <br />16 <br />and duties of the Board included the following: <br />17 <br />Establish recreation policy. <br />18 <br /> Conduct and superviserecreation areas, facilities, services and programs. <br />19 <br /> Conduct activities and pay for the necessary supervision. <br />20 <br />Establish the qualification, employ and determine the compensation of a Director of <br />21 <br />Recreation and necessary other employees. <br />22 <br /> Coordinate services with other governmental programs. <br />23 <br /> Solicit and train volunteers. <br />24 <br /> Purchase supplies and equipment. <br />25 <br /> Develop and maintain facilities. <br />26 <br /> Procure or lease public or privateproperties, areas or facilities thatmay be required for <br />27 <br />programs. <br />28 <br />29 <br />In addition, the Board had the power to create a Citizens Recreation Committee whose role was <br />30 <br />to advise the Board on the City’s recreational needs and interest. The Board was financed by <br />31 <br />annual appropriation by the Village Council and was required to submit an annual report with a <br />32 <br />detailed account of its estimated fund requirements forthe ensuing year. <br />33 <br />34 <br />The Recreation Board was replaced by the existing Parks and Recreation Commission in the <br />35 <br />early 60’s. The Parks and Recreation Commission is advisory with thefollowing duties and <br />36 <br />functions, as contained in Chapter 203 of the City Code: <br />37 <br /> Make recommendations to the Director of Parks and Recreation, the City Manager and <br />38 <br />the Roseville City Council on allmatters relating to parks and recreation programs, <br />39 <br />facilities and services. <br />40 <br /> Provide a method for citizens’ input concerning the city’s parks and recreation facilities, <br />41 <br />programs, needs and concerns. <br />42 <br /> Identify areas that may require action and/or change to promote a harmonious, safe, and <br />43 <br />responsive Parks and Recreation program. <br />44 <br />45 <br />1 <br /> <br /> <br />
