REQUEST FOR COUNCIL ACTION <br /> Date: June 10, 2013 <br /> Item No.: 14.b <br />Department Approval City Manager Approval <br />Item Description: Consider Making Recycling a Utility under City Ordinances <br />B <br />ACKGROUND <br />1 <br />At the June 3 meeting, the City Council discussed amending the City Ordinances to state that <br />2 <br />recycling operations is to be operated as a utility, similar to wastewater and stormwater services. <br />3 <br />From initial staff review, it would appear that this change can be made simply by amending <br />4 <br />Chapter 403 (Recycling Collection) and perhaps Chapter 106.09 (City Departments-Public <br />5 <br />Works). <br />6 <br />Attachments A and B show potential language changes for the City Council to consider. <br />7 <br />PO <br />OLICYBJECTIVE <br />8 <br />The proposed amendments will be more clearly defined that recycling is a utility and under the <br />9 <br />purview of the Public Works Department. <br />10 <br />BI <br />UDGET MPLICATIONS <br />11 <br />There is not any budget impact for amending the ordinance to declare recycling as a “utility.” <br />12 <br />SR <br />TAFF ECOMMENDATION <br />13 <br />Amend the ordinances to declare the recycling is a utility. <br />14 <br />RCA <br />EQUESTED OUNCIL CTION <br />15 <br />Direct staff to bring back the ordinance amendment to declare recycling operations as a utility <br />16 <br />for formal adoption. <br />17 <br />Prepared by: Patrick Trudgeon, Interim City Manager <br />Attachments: A: Proposed Amendment to Chapter 403 Recycling Collection <br />B:Proposed Amendment to Chapter 106.09 City Departments (Public Works) <br />Page 1 of 1 <br /> <br />
