REQUEST FOR COUNCIL ACTION <br /> Date: June 3, 2013 <br /> Item No.: 14.c <br />Department Approval Interim City Manager Approval <br />Item Description: Discuss Twin Lakes Redevelopment Area <br />B <br />ACKGROUND <br />1 <br />At the February 11, 2013 meeting, the City Council discussed the need to review the current <br />2 <br />regulations in Twin Lakes to make sure that they are still desirable for the City as a whole and its <br />3 <br />residents, consistent with previous guidance, and practical for the existing property owners. It <br />4 <br />was also discussed that a fresh look at the Twin Lakes area was needed. (See Attachment A). <br />5 <br />Therefore, staff is is bringing forward several items for the City Council to consider and discuss. <br />6 <br />They are as follows: <br />7 <br />Roseville Zoning Code <br />8 <br />Currently, the Twin Lakes Redevelopment Area is primarily guided Community Mixed Use <br />9 <br />(CMU), with portions of the area also zoned High Density Residential 1. The CMU district was <br />10 <br />created to provide and promote a wide variety of uses for mixed-use developments. The CMU <br />11 <br />district is not necessarily exclusive to the Twin Lakes area. Although no other areas are <br />12 <br />currently zoned CMU, it is possible that the other areas could be rezoned to CMU in the future. <br />13 <br />However, the CMU district does require a “regulating plan” be adopted for the areas that are <br />14 <br />zoned CMU. The Regulating Plan is specific to the land. As you know, the code currently <br />15 <br />contains the Twin Lakes regulating plan that covers a portion of the Twin Lakes Redevelopment <br />16 <br />Area. <br />17 <br />In an effort to initiate discussion, staff suggests that the City Council should consider whether the <br />18 <br />current CMU zoning district is appropriate for the Twin Lakes area. Some questions to consider <br />19 <br />include: <br />20 <br />1) Should there be a distinct and specific Twin Lakes zoning district that regulates uses, <br />21 <br />form, and design? <br />22 <br />2)Whether the CMU district remains or new Twin Lakes zoning district is created, should <br />23 <br />there be sub-districts within the zoning district to differenate between areas (i.e. corner <br />24 <br />of Cleveland and County Road C versus land adjacent to Langton Lake Park)? <br />25 <br />3)What parcels should be considered to be part of Twin Lakes? The AUAR divided up <br />26 <br />Twin Lakes into three areas. (See Attachement B). Should any of these areas be <br />27 <br />removed and changed to a conventional zoning district? <br />28 <br />Understanding what basic regulatory framework that should be in place will help guide how the <br />29 <br />Twin Lakes area is regulated. <br />30 <br />Page 1 of 4 <br /> <br />
