Regular City Council Meeting <br /> Thursday,May 16,2013 <br /> Page 8 <br /> partment Heads having an interest in serving as Interim City Manager, based on <br /> his consideration of all potential appointees and their varying but good character- <br /> istics. In considering any issues with Department Heads competing against each <br /> other, Mayor Roe stated that one thing he respected about the City's Department <br /> Heads was their ability to understand how job searches worked; and opined that <br /> the City Council, as the hiring body, had control over how that process worked <br /> out and any issues that may come out through the search process. If any of the <br /> City's current Department Heads chose to pursue a career in city management <br /> with Roseville or outside the community, Mayor Roe encouraged them to do so. <br /> While the loss of anyone in a leadership for the City of Roseville was always a <br /> loss, Mayor Roe noted that organizations move on; and stated that he would never <br /> begrudge anyone choosing to advance their careers; and that while something <br /> would be lost, something else could be ultimately gained. <br /> Councilmember Willmus echoed Mayor Roe's comments; and stated that, had he <br /> not had a conversation with Finance Director Miller earlier in the week, Mr. Mil- <br /> ler would have been his candidate for Interim City Manager. Councilmember <br /> Willmus state that he had no problem with the process going forward; and opined <br /> that the situation dictated that each Councilmember perform due diligence in their <br /> research with individuals for the Interim City Manager position to determine who <br /> may best fit that role. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> Mayor Roe thanked the City Council for their unanimous vote. <br /> Mayor Roe, from a housekeeping perspective, noted the provision by Human <br /> Rights Director Eldona Bacon, Section 502 of the City Employee Handbook ad- <br /> dressing a policy for the appointment of and pay for the Interim City Manager po- <br /> sition, and search process itself. Without having read the document closely yet, <br /> Mayor Roe asked Ms. Bacon to provide an overview of the policy and how it af- <br /> fected the City Council's decision making tonight. <br /> Eldona Bacon <br /> Ms. Bacon apologized for not getting the information to the City Council before <br /> tonight, but advised that she had just returned this morning from City-sponsored <br /> FEMA training. <br /> Ms. Bacon advised that the page under discussion for Interim City Manager pay <br /> was part of the Employee Handbook implemented in March of 2011, and provid- <br /> ed guidance for the Interim and Acting City Manager pay. In general, Ms. Bacon <br /> advised that the policy indicated that during the duration of the assignment, antic- <br /> ipated to be of one month or longer but potentially not exceeding six months, in- <br />
