Regular City Council Meeting <br /> Monday,June 03,2013 <br /> Page 28 <br /> Councilmember McGehee reiterated her preference for some input from those <br /> property owners as to how they saw the area; and as pointed out by Councilmem- <br /> ber Willmus, a significant number of buildings and development already accom- <br /> plished throughout the area. When asked by Mayor Roe if that included some <br /> theoretical vision, Councilmember McGehee responded in the negative, from her <br /> perspective of the regulating map. <br /> Councilmember Etten countered that the building housing C-TV as an example <br /> matched some of the design elements from his review; and countered that those <br /> requirements and design standards had not been abandoned. <br /> Councilmember Willmus opined that the first check would be to reach out to <br /> property owners, with the City Council needing to be prepared that if they say to <br /> leave it alone, to stop chasing it. <br /> Councilmember Laliberte noted the frequent comments she'd heard during cam- <br /> paigning that the City was difficult to deal with, that the landscape kept changing. <br /> If the City Council reached out to landowners to show them that it wanted to work <br /> with them, Councilmember Laliberte opined that it would have a lot of potential. <br /> Mr. Paschke concurred, noting that development might also be addressed by the <br /> market itself when it became clear of retail or distribution uses versus office and <br /> residential uses. <br /> Mayor Roe suggested a process with landowners similar to that used with the CDI <br /> group for the Dale Street project. <br /> Councilmember McGehee opined that, while staff was talking individually to <br /> landowners, the overall vision needed to be reviewed by the whole group, and so- <br /> licit their opinions for what they could bring to the City or the value added that <br /> makes their proposal something the City could agree to. <br /> Mr. Trudgeon suggested that it may prove worthwhile to have that discussion <br /> with property owners, City Councilmembers and staff; and questioned how best to <br /> arrange that, whether at a City Council meeting or work session. While predict- <br /> ing that all property owners would not choose to be involved, Mr. Trudgeon sug- <br /> gested soliciting written comments as well. Mr. Trudgeon noted that there would <br /> also be a distinction between property owners wanting to sell and those wanting <br /> to retain their properties. While some people may be looking to develop, Mr. <br /> Trudgeon questioned to what extent the City wanted to draw them in when there <br /> may be no contractual agreement, and they may prefer not to make themselves <br /> known at a public meeting. Mr. Trudgeon noted that those developers were less <br /> interested in what could be developed than what uses were allowed. <br />
