<br />Extract Of Minutes Of Meeting Of The <br />City Council Of The City Of Roseville <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on Monday, the <br />26th day of April, 1998, at 6:30 P.M. <br /> <br />The following members were present: Wiski, Maschka, Mastel, Goedeke, Wall <br />and the following were absent: None <br /> <br />Council Member Mastel introduced the following resolution and moved its adoption: <br /> <br />Resolution No. 9652 <br /> <br />Resolution Denying the Request to Vacate A Portion of Certain Drainage and <br />Utility Easements In Connection With Rerouting of Utility Lines for Proposed Cub <br />Food Store, Har Mar Mall (2100 Snelling Avenue) (PF31 04) <br /> <br />WHEREAS, Bradley Operating Limited Partnership is requesting the vacation of certain utility <br />and drainage easements located southeast of the former Homeplace structure within the <br />parking lot of Har Mar Mall; and, <br /> <br />WHEREAS, this request is based on future proposed plans to redevelop the former <br />Homeplace store with a 75,000+ square foot Cub Food grocery store; and, <br /> <br />WHEREAS, the proposal calls for a new utility easement to be established directly adjacent <br />to the current easement and for the existing utilities to be reconstructed within the new <br />easement, thereby eliminating the need for the existing easement; and <br /> <br />WHEREAS, the Roseville Planning Commission, on March 10, 1999 conducted a public <br />hearing on the request for vacation of certain utility and drainage easements located on the <br />southeast side of the former Homeplace facility and acceptance of a replacement utility easement; <br />and <br /> <br />WHEREAS, the Roseville City Council received and considered the Planning Commission's <br />recommendation on Monday, March 22, 1999; and <br /> <br />WHEREAS, the Roseville City Council moved to table until April 28, 1999 any action on <br />the request at that meeting due to concerns regarding the current and proposed use of the site; <br />and <br /> <br />WHEREAS, the Roseville City Council subsequently at the March 22, 1999 meeting <br />adopted an interim ordinance (moratorium) No. 1220 temporarily prohibiting development <br />within the "S-C"Zoning District for Parcels Adjacent to Areas Zoned for Residential Uses; and <br />
