5.2CP: City Code §201.07 (Comprehensive Plan <br />OMPREHENSIVE LAN LAND USE MAP CHANGE <br />Amendments) allows property owners to seek, and the Planning Commission to <br />recommend, changes to the Comprehensive Plan; a recommendation by the Planning <br />Commission to approve a change to the Comprehensive Plan must have the affirmative <br />votes of at least 5/7ths of the Planning Commission’s total membership. While the <br />Comprehensive Plan is generally protective of residential properties, and is especially <br />sensitive to those that are adjacent to commercial properties, the subject residential <br />property is one of only three that are rather isolated among the multi-family and <br />commercial properties along this busy stretch of County Road B. The fact that the <br />Comprehensive Plan continues to guide these properties for residential purposes, <br />however, is more out of deference to those homeowners rather than the result of an <br />objective assessment of the most appropriate long term use of the properties. Taking all <br />of this into account, the Planning Division believes that the proposed expansion of the <br />parking area into what has been a residential property can do justice to the <br />Comprehensive Plan’s goals and policies by improving traffic circulation in the area and <br />incorporating appropriate screening/buffering for the adjacent residential properties. <br />5.3ZMC: Assuming that the proposed parcel consolidation and the change <br />ONINGAPHANGE <br />to the Comprehensive Plan are supported and approved, the requested <br />ZONING MAP <br /> becomes a clerical step to ensure that the zoning map continues to be “consistent <br />CHANGE <br />with the guidance and intent of the Comprehensive Plan” as required in City Code <br />§1009.04 (Zoning Changes). <br />6.0PC <br />UBLICOMMENT <br />Planning Division staff has received one letter from a nearby commercial business that is <br />supportive of the request. <br />7.0RPCA <br />ECOMMENDATION AND LANNINGOMMISSIONCTION <br />Based on the comments and findings outlined in Sections 4 – 6 of this report, the <br />Planning Division recommends approval of the proposed , <br />PARCEL CONSOLIDATION <br />CP, pursuant to <br />OMPREHENSIVE LAN LAND USE MAP CHANGE AND ZONING MAP CHANGE <br />Title 2 (Commissions), Title 10 (Zoning), and Title 11 (Subdivisions) of the City Code. <br />The duly-noticed public hearing for this application was held by the Planning <br />Commission on June 5, 2013; draft minutes of the public hearing were unavailable at the <br />printing of the report, however, no citizens addressed the Planning Commission. <br />Planning Commissioners did have a couple of questions of staff regarding storm water <br />management and easements. The Planning Commission voted (5-0) to approve the <br />request as presented by the City Planner. <br />8.0SCCA <br />UGGESTEDITYOUNCILCTION <br />It is suggested that the Roseville City Council take the following action regarding the <br />request by Mueller-Bies: <br />Adopt a Resolution amending the Comprehensive Land Use Map <br />designation of 600 <br />County Road B from Low Density Residential (LDR) to Neighborhood Business (NB); <br />Adopt an Ordinance Rezoning <br />the property at 600 County Road B from Low Density <br />Residential District (LDR-1) to Neighborhood Business District (NB); <br />PF13-007_RCA_061713.doc <br />Page 3 of 4 <br /> <br />
