REQUEST FOR COUNCIL ACTION <br /> Date: 06/17/13 <br /> Item No.: 13.a <br />___________________________________________________________________________________ <br />Department Approval City Manager Approval <br />____________________________________________________________________________________ <br />Item Description: Approve Parks and Recreation Renewal Program Preliminary Plans <br />____________________________________________________________________________________ <br />BACKGROUND <br />1 <br />At your February 11, 2013 meeting, the implementation approach, schedule, public engagement strategy <br />2 <br />and process for delivering the Parks and Recreation Renewal Program (Renewal Program) was presented <br />3 <br />and discussed. Using that process to guide us, the Renewal Program is continuing to progress. <br />4 <br />5 <br />At your April 15, 2013 meeting staff reviewed with you a typical preliminary planning process using <br />6 <br />Lexington Park as an example including input methods, types of input gathered from the neighborhoods <br />7 <br />and community and the meeting summary recording format. <br />8 <br />9 <br />With guidance from the System Master Plan, including the concepts and previous working documents, <br />10 <br />final issues and ideas were gathered since February through a series of more detailed neighborhood and <br />11 <br />community meetings and workshops that were geared to specific parks/locations. Incorporating this array <br />12 <br />of input, preliminary plans were developed. <br />13 <br />14 <br />On May 13, 2013 you authorized the first set of preliminary plans to move to the next phase of the <br />15 <br />process that includes final design, plans and specifications to prepare projects for construction. <br />16 <br />17 <br />The second set of preliminary plans have been through the review process by the neighborhoods, <br />18 <br />community and the Parks and Recreation Commission and are ready for your consideration. Summary <br />19 <br />notes from the neighborhood/community meetings and the preliminary plan documents included in your <br />20 <br />packet for your review are as follows: <br />21 <br />Evergreen Park <br />22 <br />Oasis Park <br />23 <br />Rosebrook Park <br />24 <br />Sandcastle Park <br />25 <br />Southwest Roseville <br />26 <br />27 <br />While preliminary plans are complete for Rosebrook Park and Southwest Roseville, the land acquisition <br />28 <br />segment makes it more complex and will require more work with the community and neighborhoods <br />29 <br />and will be brought back to you for further discussion. Rosebrook Park and Southwest preliminary <br />30 <br />plans are not expected to be approved tonight. <br />31 <br />32 <br />The Renewal Program is a defined project and defined budget program. The preliminary plan schematics <br />33 <br />were developed as part of the overall community process and may include more than what the renewal <br />34 <br />program has defined.
