Ronke. <br />While your lot �vas in compliance with subciivision requirements at the tune it �vas created, it is considerably- smaller than <br />the Code currendy requires. This means that cariances are probably required to make unprovements that will help enable <br />the property to meet residents' changing needs, but it also means that investments on the lot need to respect the scale of the <br />lot itsel£ To this end, I have discussed your variance request with the staff of the Ciry Planning Division, and I wanted to <br />share with 5�ou the outcome of that discussion. We recognize the value in facilitating improvements to residential properties <br />in Roseville, and we're interested in facilitating such improeements on y�our propertt- as �vell; �ve cannot, ho�vever, support <br />the entire scope of development that you've proposed. <br />We, as City staff, are certainly supporrive of the idea of creating a reasonably-sized garage that is attached to the house by a <br />breezeway or other similar structure, but we believe that the size of the garage and connecting structures that you've <br />proposed, as �vell as the overall increase in impervious coverage on the lot (i.e., pavement and building footprints), is out of <br />scale with the lot itsel£ Further, the City must be able to find a"hardship" in order to grant a variance, and we believe that <br />the current proposal goes beyond simply relieving a hardship. r,ccording to our measurements, your proposal would <br />increase the existing unpervious coverage by about 750 square feet. I have prepared a couple of alternative configurarions <br />(shown in the attached PDF file) that include a somewhat smaller garage and increase the e�sting impervious surface area <br />by about 510 square feet and 310 square feet, respectively. I don't mean to suggest that you need to choose one of these <br />alternati�-es. In order for City staff to support your variance application, ho�vevcr, we'll need you to revise �rour proposal to <br />reduce both the impervious coverage as well as the size of the garage. <br />I wanted to send this email in order to provide the illustrarions menrioned above, but I'm certainly willing to talk with vou <br />more about our staffs opinions and posirion.
