6.0 STAFF RECOMMENDATION
6.1 Based on the comments and findings outlined in Section S of this report, the Planning
Division recommends APPROVAL of the Grimes' request for a 500-square-foot
VARIANCE from the impervious surface area limit, established in § 1004.01 A6
(Maximum Total Surface Area) of the City Code, to allow the construction of the
proposed residential addition on the property at 1741 Stanbridge Avenue, subject to the
following conditions.
a. The size of the proposed addition must not exceed that illustrated in the plans
reviewed with this application, and the total impervious surface area on the
property shall not exceed 35% of the lot area.
b. Measures must be taken to provide on-site mitigation of storm water from the
marginal impervious surface area. Such mitigation measures may include
directing rain gutters toward the interior of the lot, installing and maintaining a
"rain garden" filtration basin, or some combination of these or other measures as
approved by the City Engineer.
c. The variance shall expire 6 months of the approval date if a building permit is not
issued, pursuant to § 1013.03 of the City Code.
7.0 SUGGESTED ACTION
7.1 ADOPT VARIANCE BOARD RESOLUTION 56 APPROVING THE
REQUESTED VARIANCE to Section 1004 of the City Code that would allow the
proposed residential addition at 1741 Stanbridge Avenue, based on the comments and
findings of Section 5 of the project report dated Apri14, 2007.
8.0 NEXT STEPS
8.1 The decision of the Variance Board is final unless an appeal is filed. The appeal period
remains open for 10 days from the date of the decision, and an appeal may be made either
by the applicant or by another Roseville property owner.
8.2 An appeal must be submitted in writing to the City Manager by NOON on April 16tn,
2007 for a hearing before the City Council.
8.3 If no appeal is filed, a building permit may then be issued, and Community Development
staff will mail the resolution approving the variance to Ramsey County for recording
against the subject property.
Prepared by: Associate Planner Bryan Lloyd (651-792-7073)
Attachments: A: Area map
B: Aerial photograph
C: Applicant narrative
D: Site plan
E: Draft of Variance Board Resolution #56
PF07-016 RVBA 040407
