The illustration above <br />includes a dashed circle (in black text) showing a 150-foot boundary surrounding the site <br />of the proposed crushing operation. <br />7.0 STAFF RECOMMENDATION <br />�� 7.1 Based in the comments and findings in sections 4 and 5 of this report and the minutes of <br />- the March 7, 2007 Planning Commission meeting, the Planning Division recommends <br />� approval of the requested INTERIM USE PERMIT for a temporary asphalt/concrete <br />�� recycling operation at 515 Larpenteur Avenue, subject to the following conditions: <br />i�� a The temporary use shall be limited to the crushing/recycling of materials that are <br />i i cunently stockpiled on the subject property. <br />�, b The temporary operation shall employ "best management practices" (e.g., <br />�� watering piles, installing silt fencing, etc.) to control dust and potential stockpile <br />i� erosion in the event of a rain storm — said erosion control plan must be reviewed <br />i� and approved by the City Engineer. <br />�!� c Hours of the crushing/recycling operation, including hauling and stockpiling, <br />�- shall be limited to weekdays from 7:00 a.m. to 6:00 p.m. <br />i� d Written notices shall be sent to property owners within the postcard (i.e., <br />i�i Roseville's public hearing notice) distribution area one week prior to crushing so <br />��� that they may plan accordingly. Addresses will be provided to the applicant. <br />� i e The INTERIM USE PERMIT shall be valid for a period of one week, beginning <br />„ with the commencement of crushing activity, which must be completed by May <br />,; 31, 2007.
