� � <br />5.6 During the May 3, 2006 public hearing related to a similar recycling operation to be <br />-�- � located-in the Twin Lakes area, a contractar specializing in concrete recycling explained <br />that vibrations from crushing operations are typically not felt beyond 150 feet. And the <br />City Planner was able to confirm the limited range of the noticeable vibrations after <br />inspecting another crushing operation at the former Ramsey County Public Works site <br />(located at Rice Street and I-694) prior to this May 3`d hearing. The illustration above <br />includes a dashed circle (in black text) showing a 150-foot boundary surrounding the site <br />of the proposed crushing operation. <br />6.0 STAFF RECOMMENDATION <br />6.1 Based in the comments and findings in sections 4 and 5 of this report, the Planning <br />Division recommends approval of the requested INTERIM USE PERMIT for a <br />temporary asphalt/concrete recycling operation at 515 Larpenteur Avenue, subject to the <br />following conditions: <br />a The temporary use shall be limited to the crushing of materials that are currently <br />stockpiled on the subject property. <br />b The temporary operation shall employ "best management practices" (e.g., <br />watering piles, installing silt fencing, etc.) to control dust and potential stockpile <br />erosion in the event of a rain storm — said erosion control plan must be reviewed <br />and approved by the City Engineer. <br />c Hours of crushing shall be limited from 7:00 a.m. to 8:00 p.m. weekdays and 7:00 <br />a.m. to 7:00 p.m. on Saturday. <br />d Written notices shall be sent to property owners within the postcard (i.e., <br />Roseville's public hearing notice) distribution area one week prior to crushing so <br />that they may plan accordingly. <br />e The Interim Use Permit shall be valid for a period of one week, beginning with <br />the commencement of crushing activity, which must be completed by May 31, <br />2007. <br />7.0 SUGGESTED PLANNING COMMISSION ACTION <br />7.1 BY MOTION, recommend approval of the Ramsey County request for an INTERIM <br />USE PERMIT to establish a temporary concrete and asphalt crushing operation on the <br />18-acre parcel at Larpenteur Avenue and Kent Street (northeast corner) for a period of <br />one week, based on the comments of Section 5 and the conditions of Section 6 of the <br />project report dated March 7, 2007. <br />Prepared by: Associate Planner Bryan Lloyd (651-792-7073) <br />Attachments: A: Area map <br />B: Aerial photograph <br />C: Applicant narrative <br />D: Proposed site plan <br />PF07-013 RPCA 030707 Page 4 of 4 <br />
