1 8.16 On page 16 of the Study, TKDA identifies mitigation measures. The Engineering <br />2 Division has the following comments and subsequent PUD conditions regarding these <br />measures: <br />4 <br />5 a. Mitigation 1 is the signalization of the Fairview/ Lydia Avenue intersection. The <br />6 additiona12018 analysis indicates that this intersection operates at an acceptable <br />7 LOS D during the a.m. and p.m. peak hours for cumulative traffic conditions. The <br />8 LOS D delay threshold for an unsignalized intersection is 25-35 seconds; the LOS <br />9 E delay threshold is 35-50 seconds. Based on this information the LOS D reported <br />10 has no additional capacity available to support additional traffic. To address this, <br />11 TKDA recommends that a traffic signal at Fairview Avenue and Lydia Avenue be <br />12 installed. In order for a signal to be installed it must meet specific criteria (signal <br />13 warrants). A cursory level review of the signal warrants (based solely on projected <br />14 peak hour traffic volumes) indicate that the peak hour warrant 3B will be met <br />15 under year 2018 cumulative conditions. Typically, the peak hour warrant alone <br />16 will not justify the installation of a signal, additional analysis will be necessary. A <br />17 signal is not included in the County or City's long range Capital Improvement <br />18 Plan. Therefore funding has not been identified and there is no timeline for this <br />19 improvement. Because the proposed college expansion uses up the additional <br />20 capacity at this intersection, staff recommends that this mitigation measure reflect <br />21 these limitations and be changed to an action item that would aid the <br />22 implementation of the identified improvements. Staff recommends that a <br />23 condition be added to the PUD requiring: <br />24 <br />25 Northwestern to pay for a Fairview/ Lydia Avenue intersection improvement <br />26 when it is warranted. A warrant analysis shall be completed as a part of the traffic <br />27 study update required with each subsequent development phase. If subsequent <br />28 City Council approved development occurs adding to the volume of traffic being <br />29 projected for this intersection, before the signal is warranted. Conditions will be <br />30 added to that approval requiring a proportionate cost share from that proposed <br />31 development. <br />32 <br />33 b. Mitigation 2 is to open the west gate at Lydia Avenue to outbound right turns and <br />34 inbound left turns during the p.m. peak hour. This improvement should be <br />35 included as a condition in the PUD and should be completed at the same time as <br />36 the first phase of development. Development plans should provide additioiial <br />37 information regarding the configuration of the westerly driveway at the <br />38 intersection with Lydia Avenue, traffic routing through campus, and signage <br />39 should be provided with the first development plan. <br />40 <br />41 c. Mitigation 3 is the addition of an exclusive right turn lane at the College entrance. <br />42 This should be included as a condition in the PUD agreement. Due to existing <br />43 traffic, this improvement should be completed as a part of the first phase of <br />44 development.
