Northwestern College Master Plan <br />Roseville, Minnesota <br />Supplement <br />Findings of Fact <br />Conclusions of Law <br />And Order <br />29. During construction, the project may generate dust. Potential environment effects due to <br />fugitive dust will not create a risk of significant environmental impact. Any potential <br />effects will be mitigated by sweeping and watering of construction sites and limiting the <br />duration of digging, backfilling, and boring. <br />30. The State Historic Preservation Office of the Minnesota Historical Society identified two <br />historic features in the area surrounding the project site, but neither of the historic sites <br />are adjacent to the project area. Due to their distance from the College, the project will <br />not impact these historic features. <br />31. The closest designated public park is approximately 1/4 mile from the project area. Due <br />to its distance and location, the College expansion will not have an impact on the park. <br />32. By removing some plant materials and increasing the amount of lighting on campus, the <br />project will alter the visual landscape. These visual impacts will not create the potential <br />for significant environmental effects. Potential environmental impacts from removal of <br />plant material will be minimized through landscaping standards and regulations in the <br />City of Roseville and City of Arden Hills. Potential environmental impacts from lighting <br />will be minimized by lighting standards and regulations in the City of Roseville and City <br />of Arden Hills. The project will have to comply with the City's .5 foot candle limit on <br />impacts on adjacent properties. <br />33. The project will not require expansion of existing public infrastructure or services and <br />will not create the potential for significant environmental effects resulting from <br />expansion of such public projects. <br />Cumulative Potential Effects of Related or Anticipated Future Projects <br />34. There was no evidence produced during the EAW process that would demonstrate that <br />past, present or reasonably foreseeable future projects in the geographically surrounding <br />area would interact with the project to produce cumulative effects. Project mitigation <br />measures for increased traffic consider and address the cumulative effect of area traffic <br />growth from the College expansion and other growth. <br />The Egtent to Which the Environmental Effects Are Subject To Mitigation by Ongoing <br />Public Regulatory Authority <br />35. The City of Roseville examined the permits this project would need before construction <br />could proceed. The permits include, but are not limited to, the following: <br />� <br />
