14. Comment: The area not studied, south of Lydia, will also have traffic impacts <br />due to the recent purchase of the Edina Realty building. This will increase traffic <br />dramatically along Lincoln Drive. Increased traffic in this location will have a <br />negative impact on the area as well as present a new safety risk. <br />Response: There are only about 100 - 125 administrative employees that will be <br />transferred to the Edina Realty site. Many of the necessary student trips from <br />the north campus to the Administration Office can be accommodated by <br />walking/biking or via the existing shuttle bus service. The shift in staff vehicle <br />trips to the Edina site will likely result in a minor increase in vehicle delay at <br />Snelling Avenue/County Road C-2 and a small decrease in vehicle delay at <br />Snelling Avenue/Lydia Avenue. <br />15. Comment: The safety of the students as well as the residents in the area are <br />impacted by the traffic increases. Address pedestrian safety and the removal <br />from previous College master plans of the pedestrian overpass to cross <br />Snelling. �Y�; . ��� <br />Response: The recommended m�figation measure"to remove trees and berms <br />limiting sight distance at the College �ntrance/Lydia Avenue/Lincoln Drive <br />intersection will improve safety for pede�trians crossing Lydia to and from the <br />College. All other traffic impacts are mitigated #hrough implementation of the <br />traffic conditions imposed by the Planning Cam,i�ission. <br />16. Comment: Another serious concern is the questior�� access to the main area of <br />the campus. In th�;,case of a catastrophic event, there is no alternative entrance <br />or exit other than ti;� ydia. Trying to utilize the second entrance on Lydia to <br />accommodate Col(``` traffic would have a negative impact on the <br />neighborhoods to t g est of the College and would cast doubt on the modeling <br />of trafi� � � Lydia.,�� v������� <br />Response: Comments acknaw����ed. The west gate on Lydia Avenue is <br />currently the`emergency access gate used only if the main access gate is <br />blocked. Utilizu�g,fh,., west gate for an emergency would be no more disruptive <br />to the neighborhoo� = n any existing emergency response by fire, police, or <br />ambulance.
