REQUEST FOR COUNCIL DISCUSSION <br />Approval: City <br />DATE: 07/16/07 <br />ITEM NO: S.f <br />A�enda Section: <br />Item Description: Northwestern Colle seeks approval of an AMENDED PLANNED <br />UNIT DEVELOPMENT to expand enrollment and campus facilities <br />(PF07-002). <br />1.0 <br />l.l <br />2.0 <br />SUMMARY OF REQUEST: <br />Northwestern College seeks to AMEND their 1986 PLANNED UNIT DEVELOPMENT <br />AGREEMENT to be consistent with their Long Range Campus Master Plan by <br />modifying the campus to accommodate a 12 to 20-year increase in student population <br />from the current population of 1,700 to about 2,400 <br />OVERVIEW OF PROPOSED PUD AMENDMENT: <br />2.1 Northwestern College received approval in 1986 for a Planned Unit Development (PUD) <br />comprising their campus building and development plan; the PUD also gained the <br />approval from the City of Arden Hills for the portion of the campus located in that <br />jurisdiction. As a condition of the PUD approval, the City Council required that it be <br />revisited in five-year increments in order to review pending extensions/modifications to <br />the PUD. Since that time, components of the PUD have been constructed as necessary, <br />with appropriate approvals, and according to plan. <br />2.2 The proposed AMENDMENT to the 1986 PUD includes only the area that lies within the <br />existing 88 acre Northwestern College Campus. Of the total 88 acres 361ie in Arden <br />Hills and 52 lie in Roseville (of which only 10 acres is Little Lake Johanna and the <br />remaining 42 acres is Campus land). <br />2.3 Currently, the campus has 12 academic buildings and 514 faculty and staff inembers to <br />serve 1,650 full-time equivalent students. Over the next 8-16 years (perhaps longer), the <br />amended PUD (if fully realized) would increase the number of buildings to 19 to <br />accommodate 2,400 students and 682 faculty and staff employees. <br />2.4 The essence of the request seeks support to add 700 students, an increase from 1,700 to <br />2,400 full-time equivalent students, and to construct the facilities necessary to support <br />this growth. The Roseville portion of the campus includes three existing buildings. The <br />Long Range Master Plan and amended PUD proposed an additional residence building, a <br />fieldhouse, and a visitor's center.
