Comment: Real estate professionals who are familiar with this area have <br />advised those of us in the neighborhood along Asbury Avenue that we can <br />expect a minimum of 10% decrease in real estate value for our homes, with a <br />commensurate decrease in home values over the entire neighborhood. How can <br />the College mitigate this personal loss for so many neighbors? <br />Response: The College will mitigate potential negative environmental impacts <br />on neighboring properties by complying with federal, state and local regulations. <br />EAWs address environmental impacts and do nof evaluate the potential positive <br />or negative economic impacts of proposed development. <br />10. Comment: What are the increased emissions for Lydia, the new parking ramp, <br />and the new circular road? �� s '� "� <br />��`.��r` =:'>. <br />Response: Based on the fraffic model SimTraffic, carbon monoxide emissions at <br />the two study intersections most affected by new campus frips'either decreased <br />(by 60% at Lydia Avenue/College entrance) ormarginally increased (by 6% at <br />Lydia Avenue/Snelling Avenue) under the Year 2018 cumulafive''Scenario with <br />mitigation measures implemented, compared to 2018 background `(withouf <br />campus expansion) conditions. No significant increase in emissions is expected <br />from the parking rampAand circular road. <br />11. Hotiv wr;ll the lightirg <br />How much more energy will be required to <br />':all niqht�on4? <br />Response: The lighting will coinply with the lighting design standards and <br />regulations of Roseville's City Code,_ (Section 1010.12), and the City of Arden <br />Hills Zoning Code lighting standards';(Section 1325:05). All outdoor lighting will <br />have a concealed Iight source and`v�iill be downcast. Lighting levels contiguous <br />to residential properties will be low enough to prevent lighting of those properties <br />(less,than a half foot-candle). Energy efficient lighting will be used. The exact <br />type, �location and placement of lighf fixfures will be developed in a Lighting Plan, <br />�: = � <br />which w�H;tie.,completed at the time of architectural and road design. <br />Comment: Proposed buildings and significant increase in vehicle activity are not <br />compatible to",R-1 residential area. <br />Resp�onsef As�described in the EAW, the project is compatible with the <br />compCehensive plans and land use regulafions of both Arden Hills and Roseville. <br />As noted�current zoning in Arden Hills is Residential(R-1). This classification <br />alfows institutions of higher learning (School, Higher Education) as a Planned <br />Unit according to the Land Use Chart in Section 5.E of the Cify of Arden Hills' <br />Zoning Ordinance. The proposed buildings and potential increase in vehicle <br />activity envisioned by fhe Master Plan both conform with applicable <br />requirements under R-1 zoning and neither will require modification to any <br />applicable plan or regulation.
