The MPCA, in cooperation with the City of Roseville, City of Arden Hills, RCWD, and <br />the Metropolitan Council, will undertake a TMDL Implementation Study for Little Lake <br />Johanna. This study is recommended to start no later than 2010. <br />CONCLUSIONS OF LAW <br />38. The City has jurisdiction in determining the need for an EIS for this project. The <br />"Response to Comments Received Regarding the EAW Document for the Northwestern <br />College Master Plan" prepared by the City in response to comments and the evidence in <br />the record are adequate to support a reasoned decision regarding whether potentially <br />significant environmental effects are reasonably expected to occur from this project. <br />39. Areas where the potential for significant environmental effects may have existed have <br />been identified and appropriate mitigation measures can be incorporated into the project <br />design, approval, and permits. The Northwestern College Master Plan will be required to <br />comply with all applicable regulatory standards. <br />-7- <br />
