Northwestern College Master Plan Roseville, Minnesota 7 Suppleinent Findings of Fact Conclusions of Law And Order The City responded to written public comments in a docutnent titled: "Response to Comments Received Regarding the EAW Doctm�ent for the Northwestern College Master Plan." The City reviewed and discussed the EAW and public comments at its meeting on July 23, 2007. In accordance with Minnesota Rules, part 4410.1700, the City determined the proposed project did not have the potential for signiiicant environmental effects and found an EIS is not required based upon the following Findings of Fact: CRITERIA FOR DETERMINING THE POTENTIAL FOR SIGNIFICANT ENVIRONMENTAL EFFECTS 9. Under Minn. R. 4410.1700 (2003), the City must order an EIS for projects that have the potential for significant environmental effects. In deciding whether a project has the potential for significant environmental effects, the City must compare the impacts that the evidence demonstrates may reasonably be expected to occur from the project with the criteria set forth in Minn. R. 4410.1700, subp. 7(2003). These criteria are: G7 : � the type, extent, and revcrsibility of environmental effects; cumulative potential effects of related or anticipated future projects; the extent to which the environmental effects are subject to mitigation by ongoing public regulatory authority; and D. the extent to which environmental effects can be anticipated and controlled as a result of other available environmental studies undertaken by public agencies or the project proposer, including other EISs. CITY FINDINGS WITH RESPECT TO EACH OF THESE CRITERIA INCLUDE THE FOLLOWING: Type, Extent, and Reversibility of Environmental Effects 10. Current underlying and overlay zoning classifications applicable to the project area in both the City of Roseville and the City of Arden Hills permit and support the College expansion. The project also comports with and will not require modifications to the Roseville Comprehensive Plan or the Arden Hills Comprehensive Plan. The project will not alter the land uses of the project site, but will increase the intensity of land use when the College's Master Plan is undertaken. No evidence produced during the EAW process, however, supports a conclusion that the increased intensity of land uses in the project itself would create the potential for significant environmental effects. -�-
