. <br />4.0 PROJECT SPECIFICS: <br />• <br />4.1 United Properties seeks approval of a PRELIMINARY PLAT, REZONING and <br />GENERAL CONCEPT PLANNED UNIT DEVELOPMENT pertaining to their desire to <br />redevelop the property at 3010 Cleveland Avenue North from a single-family home with <br />undeveloped property into a former truck terminal into a 93-unit age-restricted <br />cooperative housing development. <br />4.2 The GENERAL CONCEPT proposal seeks to place a 4-story 93-unit age-restricted <br />cooperative housing development on the site. As currently proposed the development <br />would be accessed from Cleveland Avenue North approximately mid-point between <br />County Roads C2 and D. The proposed primary access would provide access to a below <br />grade parking structure located beneath the building, to an at-grade resident/guest <br />parking lot and to the adjacent Langton Lake Park parking lot. <br />4.3 The subject property at 3010 Cleveland Avenue North lies at the far northern edge of the <br />Twin Lakes Redevelopment Area. The property has a Comprehensive Land Use <br />designation of Business Park and an existing zoning designation of Single-Family <br />Residential (R-1). <br />5.0 <br />5.1 <br />� ., �; �'� � �---t -- <br />LAND USE/COMPREHENSIVE PLAN: <br />The City of Roseville's Comprehensive Plan currently designates the subject property as <br />"BP-Business Park." S,�„ , �, �r�, �; � � <br />The subject property also is considered to lie within, though at the periphery of, the Twin <br />Lakes Redevelopment Area. It should be noted, however, that some public documents <br />omits this particular property from the Twin Lakes Redevelopment Area — staff and the <br />city attorney are continuing to research its inclusion in the Twin Lakes area. <br />5.3 The Minnesota Court of Appeals' August 10, 2006 ruling concluded that the City further <br />amended the Comprehensive Plan to reflect the Twin Lakes Business Park Master Plan <br />(attached as Exhibit A) in 2001. The Master Plan specifically states: "[this] new master <br />plan amendment of 2001 will designate the areas as "BP" — Business Park." The 2001 <br />Master Plan also includes four future land-use maps (``Options 2, 3 and 4" and the "Twin <br />Lakes AUAR Future Land Use Scenarid') and several pages of text describing future <br />land-use scenarios and goals. <br />5.4 Staff has concluded (with the input of the City Attorney's Office), that the underlying <br />Comprehensive Plan designation of the subject area is "BP — Business Park" in a manner <br />that is conceptually consistent with the mix of uses and stated goals that are described in <br />the maps and text of the 2001 Master Plan. <br />5.5 The uses envisioned within the Comprehensive Plan designation of `BP — Business Park" <br />include: office, office-laboratory, office-showroom-warehousing, bio-technical, <br />biomedical, high-tech soflware and hardware production uses with support services such <br />as limited retail, health, fitness, lodging and multifamily housing. <br />PF07-006_RPCA_060607 Page 2 of 8 <br />
