4.0 PROJECT SPECIFICS:

4.1 United Properties seeks approval ofa PRELIMINARY PLA"I', R:IONING and
GENERAL CONCEPT PLANNED UNIT DEVELOPMENT pertaining to their desire to
redevelop the property at 3010 Cleveland Avenue North from a single-family home with
undeveloped property into a former truck terminal into a 93-unit age-restricted
cooperative housing development.
4.2 "1 he GENERAL CONCEPT proposal seeks to place a 4-story 93-unit age-restricted
cooperative housing development on the site. As cunently proposed the development
ould be accessed from Cleveland Avenue North approximately mid-point between
County Roads C2 and D. The proposed primary access would provide access to a below
grade parking structure located beneath the building, to an at-grade resident/guest
parking lot and to the adjacent Langton Lake Park parking lot.
4.3 "l,he subject property at 30] 0 Cleveland Avenue North lies at the far northern edge of the
Twin Lakes Redevelopment Area. The property has a Comprehensive Land Use
designation of Business Park and an existing zoning designation of Single-Famil}
Kesidential (R-1).
5.0 LAND USE/COMPREHENSIVE PLAN:
5.1 The City of Roseville's Comprehensive Plan currentl designates the subject property as
`BP-Business Park."
5.2 The subject property also is considered to lie within, though at the periphery of; the Twin
Lakes Redevelopment Area. It should be noted, however, that some public documents
omits this particular property from the Twin Lakes Redevelopment Area — staff and the
city attorney are continuing to research its inclusion in the Twin Lakes area.
5.3 The Minnesota Court of Appeals' August 10, 2006 ruling concluded that the City further
amended the Comprehensive Plan to reflect the Twin Lakes Business Park Master Plan
(attached as Exhibit A) in 2001. The Master Plan specifically states: "[this] new master
plan amendment of 2001 will designate the areas as "BP" — Business Park." The 2001
Master Plan also includes four future land-use maps ("Options 2, 3 and 4" and the ""I'win
Lakes AUAR Future Land Use Scenario") and seeral pages of text describing future
land-use scenarios and goals.
5.4 Staff has concluded (with the input of the Ciry Attorney's Otfice), that the underlying
Comprehensive Plan designation of the subject area is "BP — Business Park" in a manner
that is conceptually consistent with the mix of uses and stated goals that are described in
the maps and text of the 2001 Master Plan.
.5 The uses envisioned -ithin the Comprehensie Plan designation of "F3I' — Business Park"
include: office, office-laboratory, office-showroom-warehousing, bio-technical,
biomedical, high-tech software and hardware production uses with support services such
as limited retail, health, fitness, lodging and multifamily housing.
PF07-006 RCA 061807 Pae 2 of 9
