The primary concern of the DRC Staff appears to be the lack of <br />access to Langton Lake Park as contemplated in the Langton Lake Park Master Plan. <br />As you are aware, we have asked for direction from the City on this issue on a number <br />of occasions. In fact, we approached the City early in our development and planning <br />stages proposing a site plan that included park access in exchange for some City land. <br />We do not feel that the access proposed in the Langton Lake Park Master Plan is at all <br />practical. This has been stated at a Parks and Recreation Commission meeting on <br />March 6th, and a Planning Commission meeting on March 7th, 2007. <br />To help demonstrate the impact to the site in following the Langton Lake Park Master <br />Plan, I have attached a site plan that we have been pursuing with the proposed park <br />connections overlaid on this plan. As you will note, a connection running north/south off <br />of Brenner Avenue would result in approximately one-third of the site having relatively <br />little value to us from a development standpoint. An additional road is shown running <br />east/west along the southern property line resulting in further loss of buildable land. <br />Assuming both of these roads, and further assuming that the land east of the Mount <br />Ridge extension would be of little value, approximately 45% of the site has been <br />impacted. <br />Looking at the remaining land, you can see that the wetland area in the northwest corner <br />of the property further limits what can be built. It is questionable whether a senior <br />cooperative building could even be developed. What is clearly evident is that the loss in <br />density coupled with the cost of the land, would make our development financially <br />unfeasible. <br />The economics of this proposed development are very tight based on the current site <br />plan.
