WINS ON LAW OF ICE <br />June 8, 2007 <br />R�seville City Council <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />RE: 3008 and 3010 Cleveland Avenue North, Roseville, Minnesota <br />Dear Mayor Klausing and Council Members: <br />Ruth Partridge and her family own the property at 3008 and 3010 Cleveland <br />Avenue North in Roseville. In fact, their ownership of the property goes back to the <br />early part of the last century. They would like to keep the property, but financial <br />circumstances and Ruth's personal situation dictate that the property be sold. Ruth <br />simply cannot maintain the property any longer. <br />With these needs in mind, the family sought to sell the property -- not to anyone, <br />but to a responsible developer with the experience and financial resources to provide <br />the City an outstanding addition to its housing stock. We were fortunate to find United <br />Properties as a ready, willing and experienced developer to buy the property. United <br />Properties also initially offered a development plan that included townhouses that would <br />buffer the property to the north from the cooperative housing building proposed for the <br />southerly portion of Ruth's property. As importantly, the townhouse component would <br />allow Ruth to purchase one of the residences, so she could live out the rest of her life <br />on the property where she was born and raised and where she raised her children. <br />At first, townhouse component of the project was challenged, because the Park <br />Commission proposed a street through the project. Now, even the cooperative housing <br />portion of the project is being challenged on the basis of some weak testimony as to the <br />shadow the cooperative building may cast at certain times of the year, when the sun is <br />at its low point in the sky. <br />We understand a neighbor's concern with a new development next door. The <br />term "NIMBY" was not dreamed up yesterday. The truth of the matter, however, is that <br />this is a thoughtful and responsible proposal made by an experienced developer with a <br />good track record before the City. This is a development that will provide a gentle buffer <br />to the commercial properties further to the south. The propery is guided for higher <br />density, and will provide that density next to a wetland area and city park. What better <br />place to allow this devefopment than a place where existing amenities can be enjoyed <br />by the older residents of the proposed development.
