Practical and financial <br />reasons were provided in my letter to you of March 29, 2007. <br />We asked Schoell Madson to review the proposed access as reflected in the Master <br />Plan and the feasibility as it relates to the wetland area situated to the south of our <br />parcel. As indicated in their letter, a significant portion of the access road running <br />east/west off of Cleveland Avenue directly impacts the delineated wetland area. <br />Additionally, a portion of the north/south access road (Mount Ridge Road extension) and <br />a significant portion of the proposed road on City owned land also impacts the wetland <br />area. <br />Schoell Madson has concluded that the Langton Park Master Plan must follow the <br />sequencing requirements of the current Minnesota Wetland Conservation Act, and that <br />the Plan does not show avoidance of wetland impacts or reasonable alternatives that <br />meet the WCA requirements. <br />I hope that my earlier letter, along with this more technical analysis adequately <br />addresses the request made by the DRC in their March 28, 2007 letter. As we have <br />indicated all along, we look forward to working with the City on a plan that reasonably <br />meets everyone's expectations.
