EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was held on the 21 �` day of November 201 1 at 6:00 p.m. The following Membei•s were present: Willmus; Pust; Johnson; McGehee; and Roe; and none were absent. Council Member Johnson introduced the following resolution and moved its adoption: RESOLUTION NO. 10947 A RESOLUTION APPROVING MINNESOTA STATE FAIR PARK AND RIDE FACILITIES AS INTERIM USES AT SEVERAL INSTITUTIONAL LOCATIONS (PF07-017) WHEREAS, Minnesota State Fair is a co-applicant for appi-oval of the proposed interim uses with the church and school district leadership of the following nine locations: Calvary Baptist Church, 2120 Lexington Avenue; Grace Church, 1310 County Road B2; Roseville Area High School, 1240 County Road B2; Centennial United Methodist Chui-ch, 1524 County Road C2; Nor-th Como Presbyterian Church, 965 Larpenteur Avenue; St. Michael's Lutheran Church. 1660 County Road B; Church of Corpus Christi, 2131 Fairview Avenue; Roseville Covenant Church, 2865 Hamline Avenue; and St. Rose of Lima Catholic Church, 2048 Hamline Avenue; and WHEREAS, the Roseville Planning Commission held the public hearing i•egarding the proposed CONDITIONAL USE on November 2, 2011, voting 6-0 to i•ecommend approval of the use based on the comments and findings of the staff report prepared for said public hearing; and WHEREAS, the Roseville City Council has determined that approval of the proposed ►tvTErtiM usE will not result in adverse impacts to the surrounding properties based on the following findings: a. The proposed ►NTErtiM usE will not impose additional costs on the public if it is necessaiy for the public to take the property in the future, because the park and ride facilities represent a temporary intensitication of the use of existing parking lots and thus would not have any negative effects to the proper-ties involved that would not occur fi•om the no�mal use of the parking lots over the long teim; b. That the majority of public comments on the additional traffic and the inconvenience of people parking on the street or in front of mailboxes also include a recognition that the short-term inconvenience is tolerable because of the great value of the park and ride facilities, is evidence that the INTERiM USE does not constitute an excessive burden on streets, parks, or other facilities; and Page 1 of 14 r- -- �--- --
