I don't believe we <br />were given the same notification five years ago, when the Park and Ride program began at Bethany <br />Baptist Church; the opportuniry to communicate my thoughts regarding this program is appreciated. <br />My family and I have lived in our home since 1996, and were initialiy quHe pleased at the thought of <br />having a church as a neighbor. Bethanys parking lot extends the full width of at least five neigh6ors' back <br />yards (ours included), but until five or so years ago this had not presenied problems. As the Twin Cities <br />population has Increased, corresponding traffic has also increased along Cleveland Avenue, Highway 36, <br />and Highway 35. Traffic nolse Is a constant, as is parking lot noise from a youth academy held at Bethany <br />during the schooVwork week. <br />Bethan�s participation in the Park and Ride program has caused a loss of privacy and a decreased ability <br />to enjoy the comfort of our neighborhood and our property. The buses run from morning until qufte late in <br />the evening during the fair's 10�ay season. The buses leave their engines running, which means <br />continuous noise ftom the diesel engines as well as continuous exposure to unhealthy a�d noxious <br />fumes. Fair-goers can be quite inconsiderate, leaving Vash, including dirty diapers and beverage <br />containers, in their wake. Fair-goers have urinated in public in the parking Iot; some are apparently <br />incoxicated, and don't care how loud or how foul their language becomes. Headlights from the arriving and <br />departing cars shine directly into our back yard and into our family room. <br />We have approached the church pastor and expressed our dissatisfaction with the parking arrangement. <br />We were told that the church may not continue with the parking program, as it has caused damage to the <br />surface of their parking lot. This past year we were pleased to learn that Bethany decided not to <br />participate; however, the pastor seems to believe that neighbors appreciate the arrangement and had not <br />yet made a decision to continue or discontinue its participation with the Park and Ride program. <br />In conclusion, I would like to stress that the State Fair parking arrangement at Bethany is a nuisance, <br />Page 5 of 19 <br />
