The first represents the intent of the
comprehensive plan and is inclusive of all major land use redevelopment options, based on a
worst-case redevelopment scenario for traffic generation. The second redevelopment scenario is
focused on residential development, combined with other complimentary land uses (i.e., office
and retail). The third redevelopment scenario represents a non-residential focus. Each of the
second two redevelopment alternatives was developed with a conscience effort to balance land
use size and trip generation. The proposed hotel and restaurant development was included in the
third AUAR Update scenario. Construction of the future Twin Lakes Parkway was also assumed
as part of the year 2030 analysis. Therefore, trips entering and exiting the proposed hotel and
restaurant development would do so along fiiture Twin Lakes Parkway.
An operations analysis was conducted under year 2030 AUAR build conditions to determine
what improvements would be needed to support redevelopment of the Twin Lakes area. The
p.m. peak hour was analyzed and it was determined that extensive roadway improvements would
be needed to support the potential development of the Twin Lakes area. With the recommended
improvements listed in the AUAR Update documentation all intersections will operate at an
acceptable LOS D or better. Based on these year 2030 recommended improvements, it is
recommended that the costs associated with the implementation of these improvements be
divided proportionately among the respective developments contributing to the impacts. This
contribution will be reassessed at the time tle improvements are implemented, and the basis for
the proportion is at the City's discretion.
