You only provided the Draft Design Principals around May 1 well after my submittal. You now contend the mere authorization of the Draft principles' creatian by the City Cauncil in 2Q01. was sufficient ta make it an "official document". I doubt that is true but have addressed the checklist items you described below. With general regard to design concerns you have repeatedly asserted that the City has no current plans for any of the Twin Lakes Developrnent and that you cauld provide me no specifics as to how my buildings should relate to conceptual buildings. Yvur request, as it relates to any potential incamplete i#ems of my application, is averly broad and beyond my ability to address. I submit that the Design Principals are general in nature and any attempt ta rely on any specific reference may be unsuppo�table and is probably inconsistent with law. 7_ Ghecklist 1— Land Use Patterns: Being a single site development with no current surrounding deveiopment we have no other buildings to relate to. You have informed me that the City has no plans ta construct Twin Lakes Parkway or Mount Ridge Road so the anly vi�ble public sireet is Cleveland Avenue. We have dispersed the parking �rea around the site. consistent with the design guideline, at considerable expense compared to a cpnsQlidated parking scheme. I da not believe the site design cames under the general heading of Land use Patierns and I have no cantrol beyand the boundanes of the parcel sa I can not address those of surrounding or public improvements_ I have, however, addressed the Land Use Patterns to the extent I am �ble to by submitting my Divisivn of Land with the ROW for Twin Lakes Parkway and Mount Ridge (twa public raad$ you claim to have no plan to build) dedic�ted to the City. 8.
