� <br />Debra Bloom, P.E. <br />City of Roseville <br />PROPOSED DEVELOPMENT <br />• <br />July 17, 2007 <br />Page S <br />The proposed development consists of a 120-room hotel and a 5,000 square foot, high-turnover <br />sit-down restaurant. All parking is provided in a surface lot located on site. As shown in <br />Figure 3, one main access point is proposed to the site as a right-in/right-out only access. The <br />intent is for this access to service the entire site (hotel and restaurant). Vehicles exiting the site <br />would be forced to make a right-turn onto Cleveland Avenue; either proceed north to County <br />Road D, turn around at County Road C2 or make a U-turn at the median that currently extends <br />approximately 50 feet north of the proposed access drive. Vehicles entering the site from the <br />north would be required to make a U-turn at the signalized Cleveland Avenue/I-35W <br />Northbound Ramps intersection. The right-in/right-out only access drive is identified as a <br />temporary access location, with plans to relocate the site access to the south side of the parcel <br />upon construction of the Future Twin Lakes Parkway (bordering the south side of the property). <br />The proposed access scenario is not desirable. The following options are offered for <br />consideration as improvements to site access and overall circulation: <br />1) Instead of the access as shown, it is recommended that the proposed development gain access <br />from the adjacent driveway to the south. The proposed development is located immediately <br />north of an existing (vacant) development with access directly across from the Cleveland <br />Avenue/I-35W Northbound Ramps intersection. This access driveway would serve as the <br />best access to the proposed site, eliminating the potential for unprotected U-turns and <br />undesirable safety issues associated with them. The applicant should investigate developing <br />a cross access agreement that would allow access to the proposed hotel and restaurant <br />developments via this driveway. <br />2) With the proposed right-in/right-out only access as shown, it is recommended that the <br />concrete median along Cleveland Avenue be extended further north (approximately 100 feet) <br />to discourage motorists exiting the proposed development from making U-turns along <br />Cleveland Avenue. In addition, the extended raised concrete median shall be signed with <br />"No U-turn Permitted," which is strictly enforceable by law. Safe, efficient operation is <br />difficult to maintain at locations without left or U-turn storage and the traffic volumes or <br />speeds, or both, are relatively high. Vehicles making U-turns along Cleveland Avenue would <br />do so from the through lane increasing the potential for rear-end collisions. <br />TRAFFIC FORECASTS <br />The proposed development will be completed in year 2008. Therefore, trafiic forecasts were <br />developed for year 2009 (one year after construction). Based on existing growth patterns and <br />regional trends, an annual growth rate of one percent was applied to the existing peak hour <br />volumes to develop year 2009 background traffic forecasts. As shown in Table 2, trip generation <br />estimates for the proposed development were generated based on information in the 2003 ITE <br />Trip Generation Reports. <br />
