compatible with surrounding uses and that it should be prohibited in the amended PUD. <br />Further, staff believes that it is inappropriate to require Conditional Use Permits (CUP) <br />for uses within a PUD: uses should either be allowed or prohibited; this is why the table <br />gives no indication of whether a use requires a CUP in its normal zoning district. <br />6.0 REVIEW OF COMPREHENSNE PLAN: <br />6.1 The property has a Comprehensive Plan designation of Limited Business (LB), while <br />other surrounding properties have designations of Low Density Residential (LR), <br />Medium Density Residential (MR), High Density Residential (HR), and Business (B). <br />6.2 The LB designation on the property roughly corresponds to the land uses allowed in the <br />B-1 Zoning District, which is intended to "provide a limited range of office or <br />professional service needs at the periphery of residential neighborhoods or integrated <br />with residential uses. Because of compatibility factors adjacent to residential uses, other <br />non-retail uses may be permitted only with a Conditional Use Permit." Although this <br />description from §1005.02 (B-1 Limited Business District) of the City Code excludes all <br />retail uses, antiques/handicrafts/gifts stores are retail stores that may, nonetheless, be <br />permitted in a B-1 District with a CUP according to § 1005.015 (Business Uses). <br />6.3 In addition to the land uses allowed in the B-1 District, the Comprehensive Plan states <br />that "fairly low traffic generating users" are appropriate in areas guided for Limited <br />Business uses. An antique store or gift shop, which is allowed in the B-1 District, is a low <br />traffic generator because it is a destination-type business — as opposed to a convenience <br />business that relies on drive-by traffic. Planning Division staff believes that all of the <br />proposed allowed uses in the amended PUD would be similar low-traffic, destination <br />businesses that could be supported in an area guided for Limited Business land uses. <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the comments and findings outlined in Section 5 and 6 of this report, the <br />Planning Division recommends approval of the request for an AMENDED PLANNED <br />LTNIT DEVELOPMENT to allow a range of low-traffic business uses, including a new/ <br />used book store, in an existing multi-tenant building, subject to the following condition: <br />a.
