--. � <br />6.2 Impact on traffic: The Planning Division has determined that the number of clients that <br />could reasonably be accommodated by the in-home salon would have a negligible impact <br />on traffic. <br />6.3 Impact on parks, streets and other public facilities: The Planning Division has <br />determined that the proposed home occupation will not have an adverse impact on the <br />City's parks, streets, and/or other facilities. <br />6.4 Compatibility ... with contiguous properties: Aside from the possible addition of a 3- <br />square-foot, non-illuminated sign, as permitted by § 1009 (Sign Regulations) of the City <br />Code, no changes to the outward appearance of the home or yard are proposed that would <br />render the property incompatible with the neighboring properties. <br />6.5 Impact of the use on the market value of contiguous properties: The Planning <br />Division has determined that the proposed salon use is unlikely to have an adverse impact <br />on contiguous properties because it will be largely invisible and otherwise unnoticeable <br />from other homes in the area. <br />6.6 Impact on the general public health, safety, and welfare: The Planning Division <br />believes that the proposed home-based hair salon will have no impact on the general <br />public health, safety, and welfare. <br />6.7 Compatility with the City's Comprehensive Plan: Certain home occupations are <br />permitted uses (and the proposed salon is a conditionally permitted use) in the R-1 <br />Single-Family Residence District and are compatible with the Comprehensive Plan <br />designation of Low-Density Residential. <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the comments and findings outlined in Sections 5 and 6 of this report, the <br />Planning Division recommends approval of the request for a CONDITIONAL USE <br />PERMIT to allow the proposed in-home salon to operate in compliance with the <br />requirements and regulations established in § 1004.01 G of the Roseville City Code. <br />8.0 SUGGESTED ACTION: <br />8.1 BY MOTION, RECOMMEND APPROVAL OF A CONDITIONAL USE PERMIT <br />for Najmieh Rezakhani, 425 Wagner Street, to allow the proposed in-home salon, based <br />on the comments and findings of Sections 5 and 6 of the project report dated September <br />5, 2007. <br />Prepared by: Associatc Planner Bryan Lloyd (651-792-7073) <br />Attachments: A: Area map <br />B: Aerial photo <br />C: Section 1004.O1G (Home Occupations) of the Roseville City Code <br />PF07-O51 RPCA 090507 <br />Page 3 of 3 <br />
