PLANNING FILE 07-034 <br />Request by King of Kings Lutheran Church for a CONDITIONAL USE PERMIT to <br />allow the construction of an accessory structure and an addition to the office <br />and educational space at 2330 Dale Street. <br />Chair Bakeman opened the Public Hearing for Planning File 07-034. <br />City Planner Thomas Paschke reviewed the request of the applicant for a <br />CONDITIONAL USE PERMIT to allow expansion of their existing campus. Mr. <br />Paschke detailed the proposal for this modest expansion, including construction of <br />new classroom/multi-purpose media wing on the north side of the structure; <br />construction of a small storage addition on the south side of the structure; and <br />construction of a detached accessory structure in the yard area adjacent to the <br />northern parking lot and Lovell Avenue, with associated site improvements (grading, <br />drainage and landscaping). Mr. Paschke noted that the project would also involve <br />renovation of existing classroom, kitchen and restroom facilities. <br />Mr. Paschke noted that, since City Code amendment in 2001 or 2002, churches <br />required a Conditional Use Permit to allow staff review of activities to ensure there <br />would be no adverse impacts to the neighborhood and/or adjacent properties. <br />Mr. Paschke reviewed parking and access point adequacies; impervious surface <br />changes and stormwater management requirements being accommodated by <br />landscaping additions and conditioned in the staff report. <br />Mr. Paschke advised that staff supported Location B for the proposed exterior <br />detached accessory structure, with no variance required; opining that Location B was <br />more practical and provided adequate screening due to existing vegetation. <br />Staff recommended APPROVAL of a CONDITIONAL USE PERMIT FOR King of <br />Kings Lutheran Church, 2330 Dale Street, based on the comments and findings in <br />Section 5, and subject to conditions in Section 6 of the project report dated July 11, <br />2007. <br />Discussion included Conditional Use Permit considerations; Dale Street access in <br />relation to entrance directly across from Cope Avenue and their alignment and current <br />functionality; minimal traffic impacts; and clarification of the actual CUP and proposed <br />future construction in accordance with the Church's Master Plan and future CUP <br />amendment. <br />Applicant, Steve Dahl, 3204 Hamline Avenue; and Steve Kravse (Architect), <br />16930 17�' Avenue N, Plymouth <br />Mr. Kravse concurred with the intended construction proposed at this time and slated <br />for 2008 construction, which would include a new educational wing on the north end of <br />the existing structure; multi-purpose/media area (existing gymnasium); and accessory <br />storage facility. Mr. Kravse advised that it was not the intent of the church, nor did <br />funding exist, for any broader expansion, and those projections were only "best <br />guess" scenarios and would need further refinement if and before they were pursued. <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Bakeman moved, seconded by Member Wozniak to RECOMMEND <br />APPROVAL of a CONDITIONAL USE PERMIT FOR King of Kings Lutheran <br />
