4.0 BACKGROUND:
4.1 On January 9, 2006, the City Council approved the REZONING of the former Franks site
_ to Retail Business District (B-2). The conceptual site plan submitted during this process
t included remodeling the former 18,480 sq. ft. structure; constructing an 8,000 sq. ft.
eastern addition; and the development of a bank on the northern portion of the parcel.
,
4.2 Recently, permits have been issued for the remodeling of the former building into a
s Golfsmith Golf and Tennis and the site is undergoing the installation of storm water
management devices and other site preparation improvement for future projects. One
o such project is the 7,800 sq. ft. M& I Bank which is anticipated to begin construction
  Spring 2007.

i 4.3 Recently the City Planner met with representatives of Kimco Realty and RLK Inc. to
review a proposal to reduce the size of the eastern building addition and to construct a
stand-alone Starbucks Coffee between the existing Franks building and Fairview Avenue.
l 4.4 The City Planner's initial review concluded that the specific use (cafe under the City
Code) was a permitted use and that a drive-thru would require a CONDITIONAL USE
s PERMIT. Further, it was concluded that the proposed site layout met all applicable
setback requirements, however the City Planner indicated a need to revisit the previous
o traffic study to determine whether additional modifications/changes were necessary.
,
= PROPOSAL REVIEW:
> 4.5 The specific proposal seeks to construct a single story, 2,018 sq. ft cafe/coffee shop
-t between the existing building and the property line adjacent to Fairview Avenue. Access
to the site would come from the existing site access off of Fairview Avenue (directly
> south) and the relocated access off the frontage road currently under construction.
,
?s 4.6 The proposal indicates a reconfigured parking lot on both sides of the former Frank's
? building, as well as parking provided adjacent to the Starbucks building. The proposal
;o includes a landscape plan and detached trash enclosure located near the southwest corner
  of the site.
,
3 4.7 The revised development proposal will require an amended drainage plan/permit from the
;- Rice Creek Watershed as well an approval from the Roseville City Engineer. Please note
>> that the proposed site modification will require few changes to previously approved plans.
: ,
4.8 The proposed elevations for the new structure are consistent with § 1010 (Design
s Standards) of the City Code and include a mixture of brick, rock-faced masonry block
>< and EIFS; aluminum door and window frames; metal flashing; and a flat roof.
-o
ai

PF07-009_RCA_022607.doc Page 2 of 6
-
