Window Signs: Signs affixed to or painted on windows or placed within thirty six <br />inches (36") of a window to be viewed from the exterior of the building shall not <br />occupy more than twenty five percent (25%) of the total window area, nor shall <br />they be placed in a location that would block the view into the building from a <br />public street of the clerk's or cashier's area. Under no circumstances shall the total <br />area of window signage exceed one-half (1/2) the allowable area of wall signage <br />for the affected building. <br />Permit Process. <br />Administration: Administration, enforcement, permits, fees and inspections <br />shall be as established for building permits in Title 9 of the City Code. Exception: <br />Written permit applications are not required for no-fee temporary special events. <br />2. Variance: A sign permit applicant or permit holder may appeal an order or <br />determination by making an application for a variance. A variance request must <br />follow the procedures established in Section 1013.02, and shall be processed in <br />accordance with Minnesota Statutes section 15.99 and section 1014.04 of this <br />code. <br />Master Sign Plan: <br />1. Purpose. The purpose of the master sign plan is to establish fair and equitable <br />criteria for complex signage situations that accommodates the need for a well- <br />maintained, safe, and attractive community, and the need for effective <br />communications including business identification. <br />2. Effect of master sign plan. Upon approval of a master sign plan, all future signs <br />shall conform to the master sign plan. Modifications to the provisions of the <br />master sign plan may be granted only with the approval of a new master sign plan. <br />3 <br />� <br />Required. A master sign plan is required for: <br />a. Building complexes <br />b. Multi-tenant structures <br />c. Covered mall buildings, shopping centers or strip malls <br />d. Planned unit developments <br />e. Area identification signs <br />£ Churches/places of worship/institutions/schools <br />Criteria. The following criteria should be used when developing a master sign <br />plan. <br />a. Guideline. If possible, the underlying zoning district regulations <br />(pertaining to signage and listed in Section 1009.10) should be used as a <br />-14- <br />
