• <br />• <br />Community Development Department <br />651-792-7074 ♦ fax: G51-792-7070 <br />March 19, 2007 <br />Steve Zawadski <br />Zawadski homes <br />4614 Churchill Street <br />Shoreview, MN 55126 <br />Richard Browne <br />397 Owasso Boulevard south <br />Roseville, MN 55113 <br />RE: Review of Proposed New Home and Variance Considerations. <br />Gentlemen: <br />On March 16, 2007, I received the revised plans for the redevelopment at 397 Owasso Boulevard <br />South, but I was unable to act on the request/desire for an April Variance Board consideration. <br />Specifically, your submittal did not include the required application, fee and narrative, therefore, <br />I have determined your submittal to be incomplete. <br />My review also has developed questions regarding certain aspects of the existing site and <br />proposed home. The letter you submitted mentions an approximate overall impervious coverage <br />of 2,806 sq. ft. but the survey does not provide all existing/previous details. Recent aerial <br />photography (2005) concludes that a driveway of approximately 12 feet wide and 60 feet long <br />lies along the eastern property line. Further, the front yard includes sidewalk and the rear yard a <br />pool and other features not identifed on the survey or addressed in the letter. Although the pool <br />was removed from the premises and is/would not be used in the overall calculation of impervious <br />coverage, I believe as a previous feature it has value as being an item that recently covered grass <br />area of the property, which from a generalized coverage perspective is consistent with recent <br />activity on adjacent parcels. <br />Further, my recollection of our previous meeting was to possibly design features that minimized <br />impervious coverage. One option discussed was designing the porches to take advantage of <br />cantilevering. The plans do not appear to include such a design. Similarly, your letter does not <br />indicate why such an option was not included in the revised plan. Other items discussed <br />included a proactive approach to addressing the overage in impervious coverage such as <br />supporting the installation of a rainwater and/or infiltration garden or the use of pervious pavers <br />for the driveway. Although these items are not critical for an analysis of the magnitude of the <br />VARIANCE necessary to construct the proposed home, such information is applicable when <br />developing a report for consideration. <br />
