<br />KALEIDOSCOPE CHARTER
<br />SCHOOL
<br />Notice is hereby given that the Ciry
<br />Council of the City of Falcon Heights,
<br />Minnesota (the "City") will meet at the
<br />City Hall, 2077 Larpenteur West, in the
<br />City, at 7:00 p.m. on Wednesday,
<br />September 26, 2007 to consider the
<br />proposal of KCS Building Company, a
<br />Minnesota nonprofit corporation having
<br />federal income tax-exempt 501(c)(3)
<br />status (the °Borrower"), that the City
<br />assist in financing a project hereinafter
<br />described pursuant to Minnesota
<br />Statutes, Sections 469.152 to 469.1651,
<br />by the issuance of revenue bonds.
<br />The 'ProjecY consists the acquisition,
<br />construction and equipping of an
<br />approximately 40,000 square foot public
<br />elementary schoolhouse located on
<br />Kollard Avenue west of County Road 19
<br />in the City of Otsego. The Project will be
<br />owned by the Borrower and leased to
<br />and operated by Kaleidoscope Charter
<br />School, a Minnesota non-profit
<br />corporation having federal income tax-
<br />exempt 501(c)(3) status as a public
<br />(charter) school.
<br />The maximum estimated principal
<br />amount of the Bonds to be issued by
<br />Falcon Heights to finance the Project is
<br />$9,000,000.
<br />The Bonds 'rf and when issued will not
<br />constitute a charge, lien or encumbrance
<br />upon any property of the City, except the
<br />Project, and such obligations will not be a
<br />charge against the general credit or
<br />taxing powers of the City but will be
<br />payable from sums to be paid by the
<br />Borrower pursuant to a revenue
<br />agreement.
<br />A draft copy of the proposed application
<br />to the Commissioner of the Department
<br />of Employment and Economic
<br />Development, State of Minnesota, for
<br />approval of the Project, together with alI
<br />attachments and exhibits thereto, is
<br />available for public inspection during
<br />normal business hours, Monday through
<br />Friday, at the City Hall in the City.

<br />The City of Roseville is taking public
<br />comment on the Twin Lakes Aftemative
<br />Urban Areawide Review (AUAR) Update.
<br />O� August 27, 2007, the City Council
<br />declared the Twin Lakes AUAR Update
<br />"complete and accurate' and released it
<br />tor review by federal, state, and regional
<br />aggncies and for comment by the public.
<br />State environmental rules require only a
<br />10-day review for AUAR updates;
<br />however, due to the extent of revisions to
<br />the Twin Lakes AUAR, the City extended
<br />the review of this document to 20 days.
