0 <br />._ �— <br />��� H� � <br />Rose�rille Huusing and Rcdcvelopmcnt Authonty <br />March 27, 2007 <br />RE: Association Survey <br />Dear Roseville Association Member: <br />The City and the Roseville Housing and Redevelopment Authority (HRA) are evaluating <br />the need to provide financial assistance to townhome and condominium associations for <br />needed common area repairs. One financing method is the creation of a Housing <br />Improvement Area (HIA) through public funding powers provided by MN State Statute <br />428A.11. <br />A HIA is a tool available to cities to help fund improvements to common areas within <br />specific ownership townhome and condominium complexes which can not otherwise be <br />funded with private investment due to unavailable reserve funds and/or difficulty <br />securing private financing. HIAs work similar to a public assessment with the payback <br />on the public investment added to the taxes of individual owners within the association <br />over a period of time, usually between 10 to15 years. <br />We are asking for your assistance to evaluate the need to provide such funds by <br />completing the attached survey.
