PLANNING FILE 07-053 <br />Request by Emmes Realty Services LLC (Gateway Washington Inc., property <br />ow�er) for an AMENDED PLANNED UNIT DEVELOPMENT at Har Mar Mall, 2100 <br />Snelling Avenue; pertaining to the redevelopment of the Firestone building and <br />surrounding area. <br />Chair Bakeman opened the Public Hearing for Planning File 07-053. <br />City Planner Paschke reviewed the request of Emmes Realty Services LLC (Emmes) <br />to AMEND the PLANNED UNIT DEVELOPMENT established in January of 2000, to <br />relocate the northeastern outlot (currently Firestone) to a location adjacent to County <br />Road B, and northerly access into the site. <br />Mr. Paschke reviewed the history of the shopping center district moratorium; <br />heightened requirements for 24-hour uses within 300' of residentially-zoned property <br />as a base plan to work with Shopping Center Districts for inclusion of more detailed <br />site development standards by use of Planned Unit Development (PUD) processes. <br />Mr. Paschke clarified that proposed improvements that are components of this <br />application include: razing the Firestone building and constructing an additional <br />parking lot in its place; creating a new outloUstructure adjacent to County Road B; <br />modifying the entry road at the signalized intersection with County Road B; and <br />modifying the drive land ring road that intersects with the signalized access to County <br />Road B. <br />Mr. Paschke reviewed specifics of each of those components, as detailed in the staff <br />report. <br />Staff recommended APPROVAL of the requested PLANNED UNIT DEVELOPMENT <br />AMENDMENT for Har Mar Mall to redevelop the Firestone site with a new <br />outloUstructure adjacent to County Road B; based on comments in Section 6 and <br />numerous conditions of Section 7 of the project report dated November 7, 2007. Mr. <br />Paschke advised that the traffic mitigation condition recommendation in the <br />staff report be modKied to include, rather than full closure as previously <br />recommended by staH, and following discussion and compromise by staff and <br />the applicant earlier this afternoon, that the aoplicant. at a minimum. close ihe <br />eliminated at that access noint. <br />City Engineer Debra Bloom provided a detailed review of current traffic issues at that <br />intersection, with lunch time patrons taking a right-out and u-turning at that specific <br />intersection, creating substantial issues and concerns for the Police Department <br />during this busy time of day, particularly with larger vehicles unable to successfully <br />complete the u-turn radius. Ms. Bloom noted access changes made during <br />reconstruction of Target One for access to the Midas and Car Wash properties; <br />posting of "No U-Turn" signs during certain hours at the intersection to no avail; and <br />additional trips projected in the traffic study with Har Mar Mall improvements as <br />proposed. <br />Discussion included other components of the City's Traffic Engineer, SRF, detailed by <br />Ms. Bloom, regarding this application, including internal traffic flow and intersection <br />locations and parking lot configuration (i.e., 90-degree parking and angled parking <br />designations); identification in 1999of the intersection of Snelling Avenue and County <br />Road B as one of the ten (10) most dangerous intersections in Minnesota; and work <br />by the State, County and City to mitigate those safety issues whenever possible, <br />including proposed Mn/DOT construction in 2008 of Snelling Avenue, and the addition <br />
