� <br />Jamey Swanson <br />Ennes Realty <br />Har Mar Mall <br />2100 Snelling Ave. <br />Roseville, MN 55113 <br />November 14, 2007 <br />Dear Mr. Swanson, <br />.-. <br />We live just to the east of Har Mar Mall near the walk-through at Eldridge and Pascal. Since Cub <br />Foods opened in the mall in 2001, there has been a heavy increase in truck traffic for deliveries. The <br />current ordinance limits truck deliveries to th.e hours of 7AM to IOPM. There are frequent violations <br />of this ordinance. Routinely, semi-trucks will arrive before 7AM and park along the fence near our <br />home or in the main parking area with the engine running. Semi-trucks will also arrive during the <br />night and "camp" in the lot waiting to deliver the next morning. They usually keep their engine <br />running to either power their heat or air-conditioning while they sleep. The engine noise and fuines <br />are very annoying. On numerous occasions, we have called mall security and demanded that they <br />inform the driver that they cannot stay there. Security usually asks the trucker to move on, however <br />the problem persists. <br />In the past, we have suggested to the management at Har Mar that they post signs throughout the <br />parking lot prohibiting trucks from parking and/or idling tl�eir engines before and after allowable <br />delivery hours. We did not receive any response from the management at Har Mar (see copy of <br />letter attached). The Shoreview Village Mall at Lexington and Highway 96 has signs posted in their <br />lot which read, "ABSOLUTELY NO SEMI PARKING". Har Mar has one small sign at the <br />entrance to the lot on County Road B that can easily be missed by a trucker when turning into the <br />lot. <br />Now, Har Mar is in the process of getting city approval to replace the Firestone building with a <br />restaurant and retail off of County Road B. This will mean additional truck deliveries and a <br />likelihood of further delivery hour violations. Therefore, we are urging the Roseville City Council <br />to require that Har Mar post adciitional signs which read "Absolutely No Semi Parking" or <br />"Roseville Noise Ordinance Strictly Enforced" and require Har Mar Security to patrol more <br />frequently (hourly) to prevent delivery hour violations. <br />Another concern has been the construction hour violations which have occurred over the last several <br />years during various building improvement projects at Har Mar. The current noise ordinance limits <br />construction activities involving the use of power equipment to the hours of 7AM to l OPM <br />weekdays and 9AM to 9PM on weekends. There have been frequent violations in ��hich construction <br />begins early or takes place in the middle of the night. We have reported many of these to Har Mar <br />Security and Roseville's Code Enforcement Officer but violations continue. We would also urge the <br />Roseville City Council to require that Har Mar post signs during construction that state the allowable <br />hours for construction activities. <br />. ��'-- � <br />
