-� — <br />restaurant so close to homes. The proposal to place the trash enclosure to the east of the <br />restaurant seems to add insult to injury. Nearby apartment residents would have to put up with <br />noisy dumpsters as well as the smell, litter, insects and rodents associated with them. <br />As an aside, with the recent "facelift" at Har Mar Mall; trucks have been arriving and <br />construction starting before 7:00 a.m. on weekdays and before 9:00 a.m. on Saturdays. Rick <br />Talbot in Code Enforcement has been very good at responding to our concerns but the <br />construction crews continually start before the noise ordinance allows even after calls from Mr. <br />Talbot. We are increasingly frustrated with the way the management company and mall security <br />ignores city code. <br />Even without additional construction, the drainage problem on the east side of the mall needs to <br />be addressed. In heavy rains, the east end of the parking lot floods. Any vehicle in the lot near <br />the east fence is subject to water up to the door handles. About once or twice each summer, the <br />run-off rises onto Pascal Ave. and into residents' yards to the east of Pascal, including our yard. <br />Although, we did not have problems with the runoff this summer due to the drought, I would <br />expect the problem to continue unless the drainage problem is addressed by Har Mar's <br />management company and by the City of Roseville. <br />Please remember to keep the Roseville residents of foremost importance when evaluating future <br />use of the Har Mar Mall property.
